基于双因素理论的基层公务员职业倦怠研究

【摘要】:近年来,公务员这一职业因为稳定的工作环境和薪酬标准,成为了青年人群中较为热门的职业选择之一。2015年国家公务员考试报名结束时,有128万人通过了报名系统,这也从侧面证明了公务员岗位的热门程度。在公务员队伍中,有超过九成属于基层公务员,他们直面群众,承担了绝大部分的具体工作任务,是政府的末梢神经,从某种意义上说,这支队伍的工作水平和服务态度决定了政府在群众中的形象。然而,由于职业倦怠这一广泛存在于从业人员队伍中的现象,基层公务员队伍中出现了情感耗竭、物化服务对象和低自我评价等现象,给他们自身,也给基层政府带来了较大的负面影响。本篇文章以理论研究为主,结合基层公务员职业倦怠问卷和实际案例,发现职业倦怠这一现象在基层公务员队伍中普遍存在。文章以激励—保健因素理论,即双因素理论为工具,深入分析了导致基层公务员职业倦怠产生的原因,并分为保健因素方面和激励因素方面分别予以论述,最后仍以双因素理论为依据,从逐步完善保健因素和有效利用激励因素两方面,为如何解决基层公务员职业倦怠问题提出了相关建议。
[Abstract]:In recent years, the civil servant profession has become one of the most popular career choices among young people because of its stable working environment and salary standard. By the end of the 2015 National Civil servant examination, 1.28 million people had passed the registration system. This also from the side to prove the popularity of civil service posts. In the civil service, more than 90% of the civil servants belong to grass-roots civil servants. They face the masses directly and undertake most of the specific work tasks. They are the peripheral nerves of the government. In a sense, The team's level of work and service attitude determine the image of the government among the masses. However, because of the phenomenon of job burnout, which widely exists in the ranks of employees, there are some phenomena such as emotional exhaustion, materialized service objects and low self-evaluation among grass-roots civil servants. Also to the basic level government brought the bigger negative influence. This paper mainly focuses on the theoretical research, combined with the grass-roots civil servants job burnout questionnaire and practical cases, found that the phenomenon of job burnout in the grass-roots civil servants generally exists. Based on the theory of motivation and health care, that is, the theory of two factors, this paper deeply analyzes the causes of occupational burnout of civil servants at the grass-roots level, and discusses the causes in terms of health care factors and incentive factors, respectively. Finally, based on the theory of two factors, this paper puts forward some suggestions on how to solve the problem of occupational burnout of civil servants at the grass-roots level from two aspects: gradually perfecting the health care factors and effectively utilizing the incentive factors.
