泰州市新桥镇“强镇扩权”改革存在问题及对策研究

【摘要】：乡镇作为县域经济的重要载体,是统筹城乡发展的关键节点,但现行乡镇政府社会管理职能和经济调控职能普遍弱化,严重制约了乡镇的社会经济发展。为解决基层传统行政体制对快速发展的社会经济制约的问题,各地强镇扩权试点改革便应运而生。随着改革的开展,相关问题也逐渐显现,制约了改革的推进。因此,总结分析试点改革过程中遭遇现实困境的原因,找出对应之策,对于基层政府体制改革具有重要的现实意义。本文主要研究内容及结论如下:(1)强镇扩权的具体实践。本文结合新桥镇的强镇扩权试点改革,详细说明分析泰州市在改革行政管理体制、扩大事权财权、强化公共服务等方面的具体实践措施。同时肯定试点改革后,新桥镇在行政审批、镇域建设和经济发展等方面取得的长足进步。(2)强镇扩权中出现的问题及原因分析。本文在肯定取得成效的同时,更着重于正视试点改革中显现的诸如法律冲突、权力异化、运行低效、参与度低等问题。结合新桥镇实际,分析出现上述问题的法律、制度、利益方面的原因。(3)强镇扩权的代表模式及经验借鉴。在总结强镇扩权历史演进的基础上,分析其中较具代表性的广东模式和浙江模式,并结合新桥实际情况借鉴其经验教训:改革应立足新桥镇的实际情况,加强与上级政府以及周边乡镇的沟通协调,因地制宜地以高标准推进新桥的建设发展,一定程度上带动靖江市西片乡镇的整体发展。(4)强镇扩权的研究结论及政策建议。本文通过实地调研的方式总结分析试点改革的成效及问题,提出相应的政策建议:完善强镇扩权的法律法规基础,加强改革配套制度建设,鼓励社会各方参与,加强权力的内外监管,建设服务型政府。论文的创新之处在于:借鉴我国各地强镇扩权试点改革的成功经验,着重结合新桥镇强镇扩权中存在的现实问题,因地制宜地提出适合本地试点改革的政策建议,为基层政府强镇扩权改革提供一定的参考。
[Abstract]:As an important carrier of county economy, township is the key node to coordinate the development of urban and rural areas. However, the social management function and economic regulation function of township government are generally weakened, which seriously restricts the social and economic development of villages and towns. In order to solve the problem that the traditional administrative system at the grass-roots level restricts the rapid development of society and economy, the pilot reform of expanding the power of strong towns emerges as the times require. With the development of reform, related problems also gradually appear, restricting the progress of reform. Therefore, it is of great practical significance for the reform of grass-roots government to summarize and analyze the reasons for the difficulties encountered in the process of pilot reform and find out the corresponding countermeasures. The main contents and conclusions of this paper are as follows: 1) the concrete practice of strengthening the town. Combined with the pilot reform of expanding the power of strong towns in Xinqiao Town, this paper explains in detail the practical measures of Taizhou City in the aspects of reforming the administrative management system, expanding the administrative power and financial power, and strengthening the public service and so on. At the same time, it affirms the problems and causes of Xinqiao Town in administrative examination and approval, town area construction and economic development after the pilot reform. At the same time, this paper pays more attention to the problems such as conflict of laws, dissimilation of power, inefficient operation, low participation and so on. Combined with the actual situation of Xinqiao Town, this paper analyzes the legal, institutional and benefit reasons for the above problems. On the basis of summing up the historical evolution of the expansion of power in strong towns, this paper analyzes the Guangdong and Zhejiang models, which are more representative of them, and draws lessons from their experiences and lessons in light of the actual situation of Xinqiao: the reform should be based on the actual situation of Xinqiao Town. Strengthen the communication and coordination with the superior government and the surrounding towns and townships, promote the construction and development of the new bridge with high standards according to local conditions, and to a certain extent drive the overall development of Xiping Township in Jingjiang City. This paper summarizes and analyzes the results and problems of the pilot reform through on-the-spot investigation, and puts forward corresponding policy suggestions: perfecting the legal and regulatory basis of strengthening the town and expanding the power of the town, strengthening the construction of the supporting system of the reform, encouraging the participation of all parties in the society. Strengthen the internal and external supervision of power, and build a service-oriented government. The innovation of the paper lies in: drawing lessons from the successful experience of the pilot reform of the strong town expansion in various parts of our country, focusing on the practical problems existing in the expansion of the power of the strong town in Xinqiao town, and putting forward some policy suggestions suitable for the local pilot reform according to the local conditions. It provides a certain reference for the grassroots government to strengthen the town expansion reform.
