基层公务员责任意识研究

【摘要】:基层公务员是我国基层体系的一支重要力量,其作为国家行政活动的主体,对人民群众的关系最为密切,接受人民群众的直接监督,他们的思想意识和行为方式对我国政府的服务能力和政府的形象具有关键性的影响作用。虽然我国基层公务员责任意识呈现良好的发展态势,但由于受基层公务员个人、基层政府组织和基层责任制度三个方面原因的影响,使基层公务员的责任意识不能有效发挥。通过相关理论的梳理,在借鉴张成福教授的《责任政府论》基础上,对基层公务员责任意识进行了分析概括。对基层公务员责任意识的分析,主要从其政治责任意识、行政责任意识、道德责任意识和法律责任意识四个方面展开分析研究。利用发放调查问卷和访谈法,以徐州市X区政府及街道办基层公务员为调查对象,分析了基层公务员责任意识四个方面的表现及其存在的主要问题。通过分析得出我国基层公务员在政治责任意识、行政责任意识、道德责任意识和法律责任意识四个方面分别存在一些问题,并从三个层面分析了制约其责任意识发挥的原因。比如:公共服务意识淡薄、多重角色的失衡、基层官僚文化气息浓厚、相关责任制度不完善等。针对基层公务员责任意识存在的问题从原因着手提出了三点建议,首先,强化基层公务员个人责任意识发展。其次,落实基层组织责任意识管理。最后,加强基层公务员责任意识的制度建设。理论与调查相结合的分析研究,对提高基层公务员责任意识具有推动作用,只有公务员队伍具备较强的责任意识,才能保证基层政权真正做到权为民所用,情为民所系,利为民所谋。
[Abstract]:Grass-roots civil servants are an important force in the grass-roots system of our country. As the main body of national administrative activities, they are the most closely related to the masses of the people and are subject to direct supervision by the masses of the people. Their ideology and behavior play a key role in our government's service ability and image. Although there is a good development trend in the sense of responsibility of grass-roots civil servants in our country, the responsibility consciousness of grass-roots civil servants cannot be brought into play effectively because of the influence of three factors, namely, individual civil servants, grass-roots government organizations and the system of responsibility at the grass-roots level. By combing relevant theories and drawing lessons from Professor Zhang Chengfu's Theory of responsible Government, this paper analyzes and generalizes the responsibility consciousness of grass-roots civil servants. The analysis of the responsibility consciousness of civil servants at the grass-roots level is mainly carried out from four aspects: the consciousness of political responsibility, the consciousness of administrative responsibility, the consciousness of moral responsibility and the consciousness of legal responsibility. By means of questionnaires and interviews, this paper analyzes the four aspects of civil servants' responsibility consciousness and the main problems in Xuzhou X district government and street office civil servants. Through the analysis, it is concluded that there are some problems in four aspects: political responsibility consciousness, administrative responsibility consciousness, moral responsibility consciousness and legal responsibility consciousness, and the reasons that restrict the exertion of their responsibility consciousness are analyzed from three aspects. For example, the consciousness of public service is weak, the imbalance of multiple roles, the cultural atmosphere of grass-roots bureaucrats, the imperfection of related responsibility system, etc. In view of the problems existing in the responsibility consciousness of grass-roots civil servants, three suggestions are put forward: firstly, strengthen the development of individual responsibility consciousness of grass-roots civil servants. Second, the implementation of grass-roots organizations awareness of responsibility management. Finally, strengthen the system construction of the duty consciousness of the basic level civil servant. The combination of theory and investigation can promote the awareness of civil servants' responsibility at the grass-roots level. Only when the civil servants have a strong sense of responsibility can they ensure that the grassroots regime can really use the right for the people, and the feelings for the people. Profit is for the people.
