酒泉市事业单位聘用制改革研究

【摘要】:事业单位是有效保障我国教育、科研、文化、卫生等各项社会事业不断向前发展的重要基础,开展事业单位人事制度改革特别是聘用制改革,意义重大,影响深远。作为西部欠发达地区的一个经济社会发展水平相对较高的地级市,酒泉市事业单位类型齐全、性质各异、从业人员较多,具有较强的典型性和代表性。以酒泉为例“解剖麻雀”,目的是发现事业单位聘用制改革过程中存在的一些共性问题,研究解决问题的对策建议,找出内在规律,进一步理清思路,明确措施,推动事业单位人事制度改革不断向前发展。本文首先对事业单位及聘用制改革做了理性阐释,介绍了聘用制的主要内容及现实必要性。然后,对酒泉市事业单位聘用制改革现状进行了认真研究。通过研究,本文认为,酒泉市在推行事业单位聘用制改革过程中,通过加强组织领导,科学合理设岗,认真签订聘用合同,实行公开招聘制度,健全保障措施等办法,取得了一定成效。但也还存在以岗择人落实难度大、公开招聘成本高、聘用合同执行不到位、落聘人员出口不畅等问题,原因主要是思想观念转变不到位、配套改革滞后、相关政策法规不健全、社保体系不完善等,需要认真研究解决。本文主要采用文献研究法、案例研究法、理论联系实际的方法。通过分析,本文认为,要从根本上解决聘用制改革存在的问题,必须从战略高度把握大局,借鉴历史和国外经验,坚持基本原则,突出工作重点,从岗位设置、公开招聘、合同管理、解聘辞聘、政策法规等方面入手,对症下药,有的放矢。同时,在配套改革、财力物力、养老保险、监督考核等方面强化保障,推动聘用制改革深入开展。
[Abstract]:Institutions are the important basis for ensuring the continuous development of education, scientific research, culture, health and other social undertakings in our country. It is of great significance and far-reaching influence to carry out the reform of personnel system of institutions, especially the reform of employment system. As a prefecture-level city with a relatively high level of economic and social development in the underdeveloped areas of the west Jiuquan has complete types of institutions with different nature and a large number of employees with strong typicality and representativeness. Taking Jiuquan as an example, the purpose of "explaining sparrows" is to find out some common problems existing in the reform of employment system in institutions, to study the countermeasures and suggestions to solve the problems, to find out the inherent laws, to further clarify the train of thought, and to make clear the measures. We will push forward the reform of the personnel system in public institutions. Firstly, this paper makes a rational explanation on the reform of institution and employment system, and introduces the main contents and practical necessity of employment system. Then, the current situation of employment system reform of public institutions in Jiuquan City has been seriously studied. Through the research, this paper holds that in the course of carrying out the reform of employment system in public institutions, Jiuquan should strengthen organization and leadership, set up posts scientifically and reasonably, sign employment contracts conscientiously, carry out open recruitment system, and perfect the safeguard measures, etc. Some achievements have been made. However, there are still some problems, such as the difficulty of using the post to select people, the high cost of open recruitment, the lack of execution of the employment contract and the lack of smooth export of the hired personnel. The main reasons are that the ideological change is not in place, the supporting reform is lagging behind, and the relevant policies and regulations are not perfect. Social security system is not perfect, need to seriously study and solve. This article mainly uses the literature research method, the case study method, the theory unifies the practice method. Through analysis, this paper holds that in order to fundamentally solve the problems existing in the reform of the employment system, we must grasp the overall situation from a strategic perspective, draw lessons from history and foreign experience, adhere to the basic principles, stress the focus of work, set up posts and open recruitment. Contract management, dismissal from employment, policies and regulations, and so on, the right medicine, targeted. At the same time, in supporting reform, financial and material resources, old-age insurance, supervision and assessment, and other aspects of the strengthening of security, promote the reform of the employment system.
