循证政策的发展历程、内在逻辑及其建构路径

【摘要】：循证政策是近年来西方发达国家兴起的一种比较前沿的公共政策理论,它缘起于实证科学,在循证实践运动中逐渐形成和发展。循证政策强调用科学方法获取的客观、连续和系统化的证据取代信息、观点和经验等作为政策制定的依据,从而既克服了传统公共政策制定的被动性、符号化、观点化和意识流等弊端,又实现了学术研究与公共政策之间的结构转型。论文在追溯了循证政策的缘起和发展历程以后,从内在逻辑上证成了它对传统公共政策的超越。在此基础上,结合西方发达国家的实践经验,从"顶层设计、部门协同、证据网络、政策知识池和知证文化"五个层面建构了循证政策的实现路径。
[Abstract]:Evidence-based policy is a relatively advanced public policy theory in western developed countries in recent years. It originated from empirical science and gradually formed and developed in the movement of evidence-based practice. Evidence-based policies emphasize the use of objective, continuous and systematic evidence obtained by scientific methods to replace information, perspectives and experiences as the basis for policy formulation, thus overcoming the passivity and symbolization of traditional public policy formulation, The defects of opinion and stream of consciousness have also realized the structural transformation between academic research and public policy. After tracing back the origin and development course of evidence-based policy, it has become the transcendence of traditional public policy from the intrinsic logic. On this basis, combined with the practical experience of western developed countries, this paper constructs the realization path of evidence-based policy from five levels: top level design, department collaboration, evidence network, policy knowledge pool and knowledge and evidence culture.
