【摘要】：“创新驱动,转型发展”是我国今后经济发展的新动力。现阶段,我国处于经济转型发展的关键时期,自身科技开发、创新能力不足,引进国际先进科学技术,充分利用国际现有的科技能力是一个高效手段,因此,加大国际技术进出口贸易,成为了当下“创新驱动,转型发展”的一个重要突破口。由于技术具有无形、难以估价、价值实现滞后等特性,国际技术贸易离不开专业促进机构的媒介推动,我国现有的国际技术贸易促进机构大多是由政府主导。因此,探讨政府主导型国际技术贸易促进机构运行的问题,关系我国国际技术进出口的效率,对我国当前经济转型升级具有重要意义。本文结合科技创新和经济转型升级的大背景和国际技术贸易促进机构发展的现实需求,综合利用文献检索、系统理论分析、实例分析和相关课题借鉴等研究方法,经过理论研究和案例分析,探讨政府主导型国际技术贸易促进机构的运行问题。本文首先阐述了科技创新和国际技术引进的重要性,明确了国际技术贸易促进机构在技术贸易促进过程中的重要地位和作用;其次描述了技术贸易不同于货物贸易的特点,分析了我国国际技术贸易促进机构的发展现状及运行中的主要问题;充分借鉴国际技术贸易促进机构的实践经验;最后,结合我国实际,提出对我国政府主导型国际技术交易促进机构运行问题的改进建议。
[Abstract]:Innovation-driven, transformational development is the new motive force of our country's economic development in the future. At the present stage, our country is in the critical period of economic transformation and development. It is an efficient means to introduce international advanced science and technology and make full use of existing international scientific and technological capabilities. Increasing international trade in technology import and export has become an important breakthrough in innovation-driven and transformational development. Because technology has the characteristics of intangible, difficult to evaluate, and the realization of value lags behind, international technology trade can not be separated from the media of professional promotion agencies. Most of the existing international technology trade promotion agencies in China are dominated by the government. Therefore, it is of great significance to probe into the operation of the government-led international technology trade promotion agency, which is related to the efficiency of China's international technology import and export, and is of great significance to the current economic transformation and upgrading of our country. Based on the background of scientific and technological innovation and economic transformation and upgrading, and the realistic needs of the development of international technology trade promotion agencies, this paper makes comprehensive use of literature retrieval, systematic theoretical analysis, case analysis and relevant research methods. Through theoretical research and case analysis, this paper discusses the operation of the government-led international technology trade promotion agency. This paper first expounds the importance of science and technology innovation and international technology import, clarifies the important position and role of international technology trade promotion agencies in the process of technology trade promotion, and then describes the characteristics of technology trade different from trade in goods. This paper analyzes the current situation of the development of international technology trade promotion agencies and the main problems in their operation; fully draws lessons from the practical experience of international technology trade promotion agencies; finally, combines the reality of our country, This paper puts forward some suggestions to improve the operation of the government-led international technology trade promotion agency.
