福建自贸区社会治理创新及风险防控研究

【摘要】：福建自贸试验区自2015年4月21日挂牌以来,在社会治理创新及风险防控方面大胆探索试验,取得了一系列阶段性成果,为深化改革、扩大开放和两岸交流合作积累了可复制可推广的成功经验。但进一步的发展面临几个不可回避的风险点:自贸区城市常态化管理风险;自贸区环境保护面临的风险;涉外法律薄弱风险;市场监管与社会共治不力风险等。如何对社会治理风险点进行有效防控已经成为摆在自贸区面前急待解决的问题。要对自贸区所面临的各种风险源进行调查研判、动态监测、实时预警,推进风险防控工作科学化、精准化。为政府决策提供可操作的应对预案,建立健全重大决策风险评估机制,提高自贸区的各类风险防控能力。
[Abstract]:Since its listing on April 21, 2015, the Fujian Free Trade Test Zone has made bold explorations and experiments in the areas of social governance innovation and risk prevention and control, and has achieved a series of phased results in order to deepen the reform. Opening wider and cross-straits exchanges and cooperation have accumulated successful experience that can be replicated and popularized. However, the further development faces several unavoidable risk points: the risk of regular management of the city in the free trade area, the risk of environmental protection in the free trade area, the risk of the weakness of the law concerning foreign affairs, the risk of weak market supervision and social governance, and so on. How to effectively prevent and control the risk points of social management has become an urgent problem to be solved in front of the free trade area. It is necessary to investigate and judge all kinds of risk sources faced by the free trade area, dynamic monitoring, real-time early warning, and promote the scientific and accurate risk prevention and control work. This paper provides an operational plan for government decision making, establishes and perfects the risk assessment mechanism of major decision making, and improves the ability of risk prevention and control in the free trade area.
