政府燃气突发事故应急管理研究

【摘要】：城市燃气系统是城市基础设施建设的重要组成部分,事关城市安全和谐、人民生活稳定。伴随着城市的不断发展,燃气作为生活的必需品,其用量和相关设施数量迅猛增长,影响燃气安全的不可控因素也越来越多,频频发生的燃气事故更是在不断提醒着人们燃气安全的重要性。燃气事故带来的危害性可以说是有目共睹,而政府作为燃气行业的监管者,如何加强政府应急管理,正确有效地应对燃气突发事故,最大程度上降低燃气突发事故带来的危害,成为了相关政府部门重点研究和解决的问题。本文针对政府燃气事故的应急管理展开研究。在总结燃气事故的特点、周期和危害性基础上,重点对当前我国的政府燃气事故应急管理现状进行了分析,并从相关法律体系、政府的监管力度、应急预案的内容制定、部门之间工作协调、社会宣传等五个方面阐述了政府燃气事故应急管理中存在的问题,进而提出了解决和改善当前现状的建议与措施,以期为政府实现燃气安全管理提供有益的资料和依据。当前我国国内对燃气事故进行的研究主要着重于安全管理专业技术和风险研究方面,从政府角度出发研究燃气事故管理的相关文献和资料非常有限,本文的研究角度拓展了燃气事故研究的新视角,能够为政府对燃气行业的管理提供一些思路和建议。政府作为城市燃气行业的监管者,有权利、更有责任和义务在预防事故、安全监管以及应急处理方面加大力量,完善监管的手段和方法,减少事故的数量与危害,努力解决燃气事故的应急处理方面存在的问题,控制事故危害、减少社会损失。另外,文章提出将政府部门的燃气安全管理纳入到社会管理之中,丰富了政府燃气安全管理的内容,为政府实现燃气安全管理的社会全面覆盖提供了一些方式方法,希望能够在政府加强燃气安全管理研究中起到抛砖引玉的作用。
[Abstract]:Urban gas system is an important part of urban infrastructure construction, which is related to the safety and harmony of the city and the stability of people's life. With the continuous development of the city, as a necessity of life, the consumption of gas and the quantity of related facilities are increasing rapidly, and there are more and more uncontrollable factors that affect the safety of gas. Frequent gas accidents are reminding people of the importance of gas safety. The harmfulness of gas accidents can be said to be obvious to all. However, as the regulator of the gas industry, how to strengthen the government's emergency management, correctly and effectively deal with the gas emergencies, and minimize the harm caused by the gas emergencies, It has become the key research and solution of relevant government departments. This paper studies the emergency management of government gas accident. On the basis of summing up the characteristics, cycle and harmfulness of gas accident, this paper analyzes the current situation of emergency management of government gas accident in our country, and formulates the contents of emergency plan from the relevant legal system, the government's supervision, and the content of emergency plan. The problems existing in the emergency management of government gas accidents are expounded in five aspects, such as coordination of work among departments, social propaganda and so on, and suggestions and measures to solve and improve the current situation are put forward. In order to provide useful information and basis for the government to realize the gas safety management. At present, the domestic research on gas accident mainly focuses on the professional technology of safety management and the study of risk. The relevant literature and data on gas accident management are very limited from the angle of the government. The research angle of this paper expands the new angle of view of gas accident research, and can provide some ideas and suggestions for the government to manage the gas industry. As the regulator of the city gas industry, the government has the right, the more responsibility and the duty to increase its strength in the prevention of accidents, safety supervision and emergency handling, improve the means and methods of supervision, and reduce the number and harm of accidents. Try to solve the gas accident emergency problems, control the accident harm, reduce social losses. In addition, the article proposes to bring the gas safety management of government departments into the social management, which enriches the contents of the government gas safety management, and provides some ways and means for the government to realize the social coverage of gas safety management. Hope to be able to strengthen gas safety management in the government research play a role.
