中国科研事业单位薪酬制度改革问题研究

【摘要】:我国事业单位一直都沿用国家机关的传统薪酬制度、绩效考核体系、收入分配体制等模式,但是随着我国市场化经济体制的不断完善与发展,事业单位这样的模式已难以适应社会的整体发展和市场经济的需求,突显出许多亟待解决的问题,事业单位进行改革成为迫切而重要的问题,其中薪酬制度的改革又是重中之重。本文以科研事业单位薪酬制度改革为例,笔者将从国内外薪酬制度改革的经验启示、科研单位薪酬制度现状、现行薪酬体制存在的问题及薪酬制度改革的具体方法和建议几方面展开,阐述了科研事业单位如何在薪酬方面有效激励高科技人才,从而创新科研任务,多出科研成果。通过薪酬制度改革调动整体科研工作人员的积极性,提高我国创新科技整体水平,以实现我国科研创新水平的整体提高。
[Abstract]:Chinese institutions have always followed the traditional compensation system, performance appraisal system and income distribution system of state organs. However, with the continuous improvement and development of the market-oriented economic system in our country, Such a model of institutions has been difficult to adapt to the overall development of society and the needs of the market economy. It has highlighted many problems that need to be solved urgently, and the reform of institutions has become an urgent and important issue. Among them, the reform of salary system is the most important. Taking the salary system reform of scientific research institutions as an example, the author will draw inspiration from the experience of the reform of the compensation system at home and abroad, and the present situation of the compensation system of scientific research institutions. The problems existing in the current salary system and the concrete methods and suggestions for the reform of the compensation system are discussed in this paper. This paper expounds how scientific research institutions can effectively stimulate hi-tech talents in terms of compensation, thus innovating scientific research tasks and producing more scientific research achievements. Through the reform of salary system, we can arouse the enthusiasm of the whole scientific research staff, improve the overall level of innovation and science and technology in our country, so as to realize the overall improvement of the level of scientific research and innovation in our country.
