信息时代我国政府行政决策成本分析

【摘要】：行政决策成本是行政成本的核心环节,行政成本的理论研究呈现繁荣的同时,行政决策成本的研究仍处于薄弱环节,信息时代的大数据特征对行政决策成本的重要影响未引起足够重视,但行政管理过程中行政决策成本占据行政成本的比例却节节攀升。因此,理论上、实践上都需要对行政决策成本进行更加全面和深入的探讨。本文首先从概念层面介绍了行政决策成本及其类型,并且简述了行政决策成本研究的理论基础,因为深刻理解行政决策成本的内涵和类型并且全面掌握研究的理论基础是进行行政决策成本分析的前提条件。第二部分紧密结合时代特征,分析信息时代行政决策成本所面临的机遇和挑战,决策过程与时代背景的辩证关系,以及我国政府利用信息技术降低行政决策成本的现状。第三部分,重点从行政决策者、行政决策过程和行政决策目标三个方面来分析我国行政决策成本居高不下的原因。最后,在充分借鉴国外降低行政决策成本的先进经验的基础上,总结出符合我国国情的降低行政决策成本的措施,这些途径从观念层面、体制层面和实施层面展开,致力于寻求既有理论依据,也具有现实可行性的措施,为建立节约中国、美好中国提供建设性建议。
[Abstract]:The cost of administrative decision is the core link of administrative cost. While the theoretical research of administrative cost is flourishing, the research of administrative decision cost is still in the weak link. The important influence of big data's characteristics on the cost of administrative decision in the information age has not been paid enough attention to, but the proportion of the cost of administrative decision to the administrative cost has been rising in the process of administration. Therefore, in theory and practice, administrative decision-making costs need to be more comprehensive and in-depth discussion. This paper first introduces the cost of administrative decision and its types from the concept level, and briefly describes the theoretical basis of the study of the cost of administrative decision. Because understanding the connotation and type of the administrative decision cost and mastering the theoretical foundation of the research is the prerequisite for the analysis of the administrative decision cost. The second part closely combines the characteristics of the times, analyzes the opportunities and challenges faced by the administrative decision-making costs in the information age, the dialectical relationship between the decision-making process and the background of the times, and the present situation of our government using information technology to reduce the administrative decision-making costs. The third part analyzes the reasons for the high cost of administrative decision in China from three aspects: administrative decision maker, administrative decision-making process and administrative decision goal. Finally, on the basis of drawing lessons from the advanced experience of foreign countries to reduce the cost of administrative decision-making, the paper summarizes the measures to reduce the cost of administrative decision-making in accordance with the national conditions of our country. These approaches are carried out from the perspective of concept, system and implementation. To seek both theoretical basis and practical feasible measures to provide constructive suggestions for the establishment of a better China.
