【摘要】：专业市场具有信息传播、产品集散、价格形成、功能服务等综合职能,为地方特色产业集群提供了资源配置的内在机制和高效网络,而地方特色产业集群又为专业市场提供了产业基础和支撑,专业市场与产业集群两者互动发展,共同促进地方经济的快速持续发展。当前,在经济转型升级的形势下,地方政府如何立足产业集群特色和地方实际,不断完善市场功能,进一步推进专业市场与特色产业集群良性互动发展成为值得我们研究探讨的重要课题。绍兴市产业集群发达,专业市场众多,一门产业孕育一个市场,一个市场带动一门产业,形象地描述了绍兴市专业市场与特色产业集群的互动发展关系,也成为绍兴区域经济的重要特征。本文从研究专业市场与产业集群的互动关系着眼,通过对绍兴市专业市场和特色产业集群的实证研究,总结归纳出绍兴市专业市场和产业集群互动发展的基本类型、发展特点等运行轨迹,对互动发展中存在的问题进行深入剖析。同时通过专业市场和产业集群互动发展中政府行为的理论研究,阐明了绍兴地方政府在促进两者互动发展中的积极作用,剖析了政府行为中缺乏科学的认识定位和布局规划、政府政策的不公平以及市场监管相对滞后等一系列问题,并对比国内外政府在促进其互动发展中的具体做法,吸收先进经验,从地方政府视角,综合考虑市场发展战略、产业集群特色优势等因素,具体从政策规划、产业扶持、市场培育、部门监管等四个方面,对优化政府行为推进绍兴市专业市场与特色产业集群更好地实现良性互动发展提出了对策与建议。
[Abstract]:The specialized market has the comprehensive functions of information dissemination, product distribution, price formation, function and service, etc., which provides the internal mechanism and efficient network for the local characteristic industrial cluster. And the local characteristic industry cluster provides the industrial foundation and the support for the specialized market, the specialized market and the industrial cluster both interact the development, promotes the local economy the fast sustainable development together. At present, under the situation of economic transformation and upgrading, how can local governments improve their market functions on the basis of the characteristics of industrial clusters and local realities? To further promote the development of professional market and characteristic industrial clusters is an important subject worthy of our study and discussion. Shaoxing has developed industrial clusters and numerous specialized markets. One industry breeds a market and a market drives an industry. It vividly describes the interactive development relationship between Shaoxing professional market and characteristic industrial cluster. Shaoxing has also become an important feature of regional economy. Based on the study of the interaction between professional market and industrial cluster, this paper summarizes the basic types of the interactive development of Shaoxing professional market and industrial cluster through the empirical study of Shaoxing professional market and characteristic industrial cluster. The characteristics of development and other operating tracks, in-depth analysis of the problems in the interactive development. At the same time, through the theoretical research of government behavior in the interactive development of professional market and industrial cluster, this paper clarifies the positive role of Shaoxing local government in promoting the interactive development of the two, and analyzes the lack of scientific understanding orientation and layout planning in government behavior. A series of problems, such as the unfairness of government policy and the relative lag of market supervision, are discussed, and comparing the specific practices of domestic and foreign governments in promoting their interactive development, absorbing advanced experience, and considering the market development strategy from the perspective of local government, Such factors as the characteristics of industrial clusters, such as policy planning, industrial support, market cultivation, and sector supervision, The countermeasures and suggestions are put forward to optimize government behavior and promote the development of Shaoxing professional market and characteristic industry cluster.
