议程管理与政治认同

【摘要】：议程设置通过赋予某些社会与政治议题的显著性和重要性,并进一步通过媒体讨论影响整个社会对议题的评价,使其成为政治与社会焦点,从而影响公众的价值导向,进而对政治认同产生影响。从政治认同出发,需要对议程进行管理,并提出要求。在现代化新发展尤其是互联网新发展的背景下,完全由国家权力对政治与社会生活单方面决策,难以实现稳定的民众认同,而对于文化符号空间中的议程管理,则更需要平等对话。就目前议程管理的现实来看,一些国家存在的对议程和信息网络空间的垄断、对"强烈否定"的反对者和反对观点的压制、集体表达的组织与行为规范的缺乏、国家政治价值的一元化要求以及政治话语和意识形态的教条化都与其提高政治认同的预期目标背道而驰。
[Abstract]:Agenda setting influences the value orientation of the public by giving prominence and importance to certain social and political issues and by further influencing the evaluation of issues by society as a whole through media discussions, In turn, it has an impact on political identity. From the point of view of political identity, the agenda needs to be managed and demanded. Under the background of the new development of modernization, especially the new development of the Internet, it is difficult to realize stable public identity by the unilateral decision of the state power to the political and social life, but to manage the agenda in the cultural symbol space. There is a greater need for dialogue on an equal footing. As far as the reality of agenda management is concerned, there is a monopoly on the agenda and information cyberspace in some countries, a suppression of "strongly negative" opponents and opposing views, and a lack of organizational and behavioural norms for collective expression. The unification of national political values and the dogmatism of political discourse and ideology are contrary to its expected goal of raising political identity.
