广州市共享单车发展中政府责任研究

【摘要】:随着人们生活水平的不断提高,人们驾驶汽车出行的现象越来越普遍。汽车在方便人们出行的同时也带来了一系列的问题:严重的环境问题、严重的交通拥堵问题、过大的能源消耗、频繁的交通事故、繁杂的社会问题等等。鼓励市民骑单车出行,可以有效缓解以上的各种问题。但我国由政府主导发展的公共自行车系统从资产配置到运营模式上都存在巨大的缺陷:资产投入巨大、运营成本较高、自行车使用方便性不够。而以摩拜、OFO等为代表的商业共享单车,给人们出行带来方便的同时,还通过商业运营和互联网技术解决了公共自行车借还车不便、运营成本高昂等问题。但是,在快速发展的背后,共享单车发展中面临的问题也逐渐显露出来,比如:乱停放或者占用其他停车位、自行车道不够用、维护成本高、自行车人为损毁严重等等问题,这些问题在影响共享单车发展的同时也带来了城市空间管理方面和行政执法方面的问题,仅靠企业自身解决是无法实现的,需要政府出台相应的政策和法规,予以正确引导和支持。本文从治理理论入手,研究在共享单车发展中政府应该如何发挥职能,支持共享单车的发展,并最终提出政府科学履行规范共享单车发展责任的有效方法和途径。而本文研究的最终目标是,通过对共享单车发展的问题和对策研究,为进一步研究政府全面发展自行车,为绿色可持续交通系统提供支持,推动城市交通治理和规划的发展。具体来说,本文主要从以下几个部分来讨论广州市共享单车发展中的政府责任问题。第一章绪论,阐述了本文选题的背景和意义,整理了国内外的研究进展,提出本文的研究方法和创新点,解释相关概念与理论基础。第二章概括了共享单车发展中亟需解决的问题。分析政府在共享单车发展中的必然性,提出政府在共享单车发展中的主导责任。第三章通过问卷调查,分析广州市共享单车发展中存在的问题及成因,分别从共享单车使用者个别道德素质低下、法律和安全意思薄弱、基础设施配套不足、企业之间恶性竞争、相关政策和法规不完善几个方面来分析。第四章借鉴国内外经验,主要是深圳市、成都市、上海市和厦门市政府在支持共享单车发展中的经验借鉴。第五章针对第三章提出的问题及成因,从填补政府缺位、纠正政府错位、加强宣传教育,引导人民提高个人们提高道德素质、强化政府监管责任等几个方面探讨了共享单车发展中政府责任的具体对策。
[Abstract]:With the improvement of people's living standard, it is more and more common for people to drive cars. At the same time, automobile brings a series of problems, such as serious environmental problems, serious traffic congestion, excessive energy consumption, frequent traffic accidents, complicated social problems and so on. Encourage citizens to travel by bike, can effectively alleviate the above problems. However, the public bicycle system, which is developed by the government in China, has huge defects from asset allocation to operation mode: huge investment of assets, high operating cost and insufficient convenience of bicycle use. While the business sharing bicycle, such as mobike and OFO, brings convenience to people, it also solves the problems such as the inconvenience of public bicycle borrowing and returning vehicles and the high operating cost through commercial operation and Internet technology. However, behind the rapid development of shared bicycles, the problems faced in the development of shared bicycles have gradually emerged, such as random parking or occupation of other parking spaces, insufficient bicycle lanes, high maintenance costs, serious man-made damage to bicycles, and so on. These problems not only affect the development of shared bicycles, but also bring problems in urban space management and administrative law enforcement, which cannot be solved by the enterprises themselves, and need the government to issue corresponding policies and regulations. Give correct guidance and support. Starting with the theory of governance, this paper studies how the government should play its role in the development of shared cycling, support the development of shared bikes, and finally put forward the effective ways and means for the government to carry out the responsibility of developing shared bikes scientifically. The ultimate goal of this paper is to study the problems and countermeasures of the development of shared bicycles, to further study the overall development of bicycles by the government, to provide support for the green sustainable transportation system, and to promote the development of urban traffic governance and planning. Specifically, this paper discusses the government responsibility in the development of shared bicycles in Guangzhou from the following parts. The first chapter introduces the background and significance of this topic, summarizes the research progress at home and abroad, puts forward the research methods and innovations of this paper, and explains the related concepts and theoretical basis. The second chapter summarizes the problems that need to be solved in the development of shared bikes. This paper analyzes the inevitability of the government in the development of shared cycling, and puts forward the leading responsibility of the government in the development of shared cycling. The third chapter analyzes the problems and causes in the development of shared bicycles in Guangzhou by questionnaire, respectively from the low moral quality of shared bicycle users, weak legal and safety meaning, inadequate infrastructure, Vicious competition between enterprises, related policies and regulations are not perfect to analyze several aspects. The fourth chapter draws on the experience of Shenzhen, Chengdu, Shanghai and Xiamen municipal government in supporting the development of shared bicycles. The fifth chapter aims at the problems and causes of the third chapter, from filling the vacancy of the government, correcting the dislocation of the government, strengthening propaganda and education, guiding the people to improve the moral quality of the individual. This paper probes into the concrete countermeasures of government responsibility in the development of shared bicycle from several aspects, such as strengthening the responsibility of government supervision.
