农村社会组织筹资模式研究

【摘要】：改革开放以来,社会组织在维护社会稳定、促进科技文化繁荣的过程中起了重大作用。随着社会主义新农村建设与基层民主建设的推进,我国农村社会组织得到了空前的发展。农村社会组织在社会主义新农村建设中有着不可替代的作用,关于农村社会组织筹资模式的研究对于组织的发展具有重要意义。本文将农村社会组织划分为政府主导型农村社会组织和社会主导型农村社会组织,并对它们各自的组织结构和活动范围进行了阐述。结合我国农村社会组织筹资模式的现状分析以及不同类型的农村社会组织筹资模式比较分析,文章提出了我国农村社会组织筹资模式的两种选择,一种是以政府购买服务为导向的筹资模式,一种是以慈善捐助为导向的筹资模式,前者一般适用于政府主导型农村社会组织,后者一般适用于社会主导型农村社会组织。文章进一步分析了国外农村社会组织的筹资模式,主要以美国、日本、以色列农村社会组织筹资模式为代表,得出了国外农村社会组织筹资模式对我国的启示,并在此基础上论述了我国保障农村社会组织筹资健康运行的监督机制,在制度上为农村社会组织筹资提出了建议。
[Abstract]:Since the reform and opening up, social organizations have played an important role in maintaining social stability and promoting the prosperity of science and technology culture. With the construction of new socialist countryside and the promotion of grass-roots democracy, the rural social organization in our country has been developed unprecedentedly. The rural social organization plays an irreplaceable role in the construction of the new socialist countryside, and the research on the financing mode of the rural social organization is of great significance to the development of the organization. In this paper, the rural social organization is divided into the government-oriented rural social organization and the social-dominated rural social organization, and their respective organizational structure and scope of activities are expounded. Based on the analysis of the current situation of rural social organization financing model and the comparative analysis of different types of rural social organization financing model, this paper puts forward two choices of rural social organization financing model in our country. One is the financing mode of government purchasing service, the other is charity donation-oriented financing mode. The former is generally applicable to government-led rural social organizations, and the latter is generally suitable to social-dominated rural social organizations. The paper further analyzes the financing models of rural social organizations in foreign countries, which are mainly represented by the financing models of rural social organizations in the United States, Japan and Israel, and draws the enlightenment of the financing models of foreign rural social organizations to our country. On this basis, this paper discusses the supervision mechanism to ensure the healthy operation of rural social organization financing, and puts forward some suggestions for rural social organization financing.
