唐山市路北区城市执法管理存在的问题及对策研究

【摘要】：城市管理执法是我国在对城市治理领域的全新改革措施,是我国现行行政管理体制的一项重大改革。唐山市路北区是较早开展城市执法管理实践的单位,作为基层城市管理执法部门,曾在城市管理方面做出了比较突出的贡献,但同时也遇到了机制运行不畅、执法力量不足、科技管理水平不高、暴力抗法时有发生等实际问题和困难,本文结合当前的社会发展形势对其进行深入研究,力求给路北区城市管理工作解决实际问题和困难提供行政管理方面的理论支持和对策,促进和谐社会的发展。本文的研究内容主要包括：首先,论文详细阐述了课题研究的背景与意义,同时对国内外已有的关于城市执法工作的理论学说进行了系统回顾,梳理了国内外学者的相关研究成果,基于此对相关文献进行了简单的概括和总结,指出当前理论研究中可能存在的不足之处,这同时也是本文研究的着力点。其次,以唐山市路北区城市执法管理工作为研究对象,详细剖析其管理队伍人员构成情况、管理机构职能及职责分工、管理业务流程、执法管理制度与模式管理现状,在此基础上指出唐山市路北区城市执法管理存在问题。再次,系统归纳了国内外城市执法管理的实践与经验,如国外美国、新加坡、日本等发达国家的城市管理执法实践,同时也引入了我国北京、上海、天津等地的先进管理经验,从而为唐山市路北区的城市执法管理工作提供借鉴。最后,基于上述分析,从组织建设、机制完善、绩效评价体系构建、执法队伍完善以及平台技术提升等几个方面提出唐山路北区城市执法管理问题治理对策。
[Abstract]:The law enforcement of urban management is a new reform measure in the field of urban governance in our country, and it is a major reform of the current administrative system of our country. The Lubei District of Tangshan City was the unit that carried out the practice of urban law enforcement earlier. As a grass-roots urban management law enforcement department, it has made outstanding contributions to urban management, but at the same time, it has also encountered a lack of smooth operation of the mechanism and insufficient law enforcement power. The management level of science and technology is not high, the violent resistance law often occurs and so on practical problems and difficulties, this article combines the current social development situation to carry on the thorough research to it, In order to promote the development of harmonious society, the author tries to provide theoretical support and countermeasures for the urban management in Lubei District to solve the practical problems and difficulties. The main research contents of this paper are as follows: firstly, the background and significance of the research are described in detail. At the same time, the existing theories about urban law enforcement at home and abroad are reviewed systematically. Combing the relevant research results of domestic and foreign scholars, based on this, the related literature is briefly summarized and summarized, pointing out the possible deficiencies in the current theoretical research, which is also the focus of this study. Secondly, taking the urban law enforcement and management work in Lubei District of Tangshan City as the research object, this paper analyzes in detail the composition of the management team, the division of functions and responsibilities of the management organization, the management business process, the law enforcement management system and the current situation of the mode management. On this basis, points out that there are problems in urban law enforcement management in Lubei District, Tangshan City. Thirdly, this paper systematically summarizes the practice and experience of urban law enforcement management at home and abroad, such as the practice of urban management law enforcement in developed countries such as the United States, Singapore, Japan and other developed countries. At the same time, it also introduces the advanced management experience of Beijing, Shanghai, Tianjin and other places in China. So as to provide reference for the city law enforcement management in Lubei District of Tangshan City. Finally, based on the above analysis, from the aspects of organization construction, mechanism improvement, performance evaluation system construction, law enforcement team improvement and platform technology improvement, the paper puts forward the countermeasures of Tangshan Lubei District urban law enforcement management.
