江西省上栗县级政府绩效评估研究

【摘要】：绩效评估是绩效管理的一个重要环节,也是现代政府管理的一个重要课题。政府绩效评估,就是政府自身或社会其他组织通过多种方式对政府的决策和管理行为所产生的政治、经济、文化、环境等短期和长远的影响和效果进行分析、比较、评价和测量。对政府绩效进行评估是规范行政行为、提高行政效能的一项重要制度和有效方法。而我国现在对于县级等基层政府的绩效评估还不是特别注重,县级政府处于城市与乡村的结合部,地位非常特殊,面临的问题也是复杂多变的,如何才能使县级政府绩效评估工作不断走向科学化、制度化,是我们当前面临的一个重要课题。以上栗县为例,笔者多次参与上栗县政府绩效评估工作,对于政府绩效评估的更深层次的研究提出更加有价值的思考,使整个绩效评估工作可以更加客观全面,以便更好地服务于当地的经济社会。本文选取县级政府作为研究对象,主要探索县级政府绩效评估工作中存在的问题,并针对性地提出改进建议,以期不断提高县级政府社会管理的效能,为建设服务型政府和和谐社会贡献力量。本文采用文献研究法、个案研究法等相结合的研究方法,从六部分来阐述,第一部分论述交代本文研究的背景、研究的目的以及研究意义;第二部分是对政府绩效评估的相关概念进行界定;第三部分是介绍县级政府绩效评估现状、存在问题及原因分析;第四部分国内外在政府绩效评估方面的经验借鉴;第五部分完善县级政府绩效评估的建议;第六部分是结论与讨论。此部分主要是对全文观点进行提炼和总结,并指出了全文的不足以及值得进一步研究的问题。
[Abstract]:Performance evaluation is an important part of performance management and also an important subject of modern government management. Government performance evaluation means that the government itself or other social organizations analyze and compare the political, economic, cultural, environmental and other short- and long-term effects and effects of the government's decision-making and management actions in a variety of ways. Evaluation and measurement Evaluation of government performance is an important system and effective method to standardize administrative behavior and improve administrative efficiency. At present, our country has not paid special attention to the performance evaluation of grass-roots governments such as the county level. The county-level governments are in the combination of cities and villages, so they have a very special position, and the problems they face are also complex and changeable. How to make the performance evaluation of county government more scientific and more systematic is an important task we are facing at present. Taking Shangli County as an example, the author has participated in the performance evaluation of the government in Shangli County for many times, put forward more valuable thinking for the deeper research of the government performance evaluation, so that the whole performance evaluation work can be more objective and comprehensive. In order to better serve the local economy and society. This paper selects the county government as the research object, mainly explores the problems existing in the performance evaluation of the county government, and puts forward some suggestions to improve the efficiency of the county government's social management. Contribute to the construction of a service-oriented government and a harmonious society. This article uses the literature research method, the case study method and so on unifies the research method, from six parts to elaborate, the first part discusses the explanation this article research background, the research goal and the research significance; The second part is to define the relevant concepts of government performance evaluation; the third part is to introduce the current situation of county government performance evaluation, existing problems and reasons analysis; the fourth part of the experience of government performance evaluation at home and abroad; The fifth part is the suggestion of perfecting the county government performance evaluation, the sixth part is the conclusion and discussion. This part is mainly to refine and summarize the views of the full text, and point out the shortcomings of the paper and the problems worth further study.
