基于扎根理论的大气治理政策执行影响因素及机制研究

【摘要】：以西北X市为例,对该市《治污减霾工作实施方案》中核心部门的相关人员进行深度访谈,运用扎根理论构建中国情境下的大气治理政策执行模型,探索其政策执行中的关键影响因素及作用机制。研究显示:目标设置、内部管理和外部支持对大气治理政策执行存在显著影响。目标设置的清晰度、难度、分解与偏差程度直接影响政策执行者的执行意愿,产生正常执行和偏差执行等不同执行行为。其中,机构内部管理的纵、横向协调及其价值取向,外部环境的公众监督、制度压力与财政支持会交替产生作用,形成对执行策略与执行动力的双螺旋推进作用。
[Abstract]:Taking X City in Northwest China as an example, the relevant personnel of the core departments in the implementation Plan of pollution Control and Haze reduction in Northwest X City were interviewed in depth, and the implementation model of atmospheric control policies in the Chinese context was constructed by taking root theory as an example. To explore the key factors and mechanism of its policy implementation. The results show that: target setting, internal management and external support have significant effects on the implementation of atmospheric governance policy. The clarity, difficulty, decomposition and deviation degree of target setting directly affect the executive intention of policy executors, and produce different execution behaviors such as normal execution and deviation execution. Among them, the vertical and horizontal coordination of internal management and its value orientation, the public supervision of external environment, institutional pressure and financial support will alternately produce effects, forming a double-helix push effect on the execution strategy and executive power.
