绿色崛起背景下海南省农民增收公共政策分析研究

【摘要】：从1982年起,中央多次下发关于解决我国农业、农村和农民问题的"一号文件"。"三农"问题的解决情况直接影响着我国社会经济的稳步发展,而"三农"问题的核心又是农民收入问题。农民增收问题必然是关乎我国社会经济发展的重大问题,也是农业和农村发展的出发点和最终目标。而农民增收政策的制定与实施,直接影响着农民投入农业生产活动的积极性、农民税务负担、农民利益的诉求与保障等,进而决定着农民的增收问题。海南省在"绿色崛起"战略背景下,既要实现经济和环境的可持续发展,同时也要兼顾人们生活质量和生活水平的提高。因此,在海南省"绿色崛起"背景下,分析海南省农民增收政策的制定和实施情况,不仅会对海南省社会经济的发展产生重大影响,同时也将对海南省农民收入的增加带来积极促进作用。本文以海南绿色崛起为研究背景,以海南省农民增收政策实施状况为研究对象,通过文献研究法、比较研究法等方法,并运用农民增收相关理论和公共政策分析相关理论,论述了绿色崛起对农民增收和农村发展变化的影响,分析了海南在推进绿色崛起进程中取得的成就以及农民增收政策的制定和实施状况。通过研究,分析了海南省农民增收政策实施成效、存在的问题以及制约政策实施的主要因素,并通过对比研究江苏省、浙江省和广东省三个发达省份农民政策的实施经验,提出了完善海南省农民增收政策的有效措施,以期为海南省农民增收政策的制定提供一定的理论基础。
[Abstract]:Since 1982, the Central Committee has repeatedly issued "No. 1 document" on solving the problems of agriculture, rural areas and farmers in China. The settlement of the "three rural" issues directly affects the steady development of our country's social and economic development, and the core of the "three rural" problem is the problem of farmers' income. The problem of increasing farmers' income is bound to be a major issue concerning the social and economic development of our country. It is also the starting point and ultimate goal of agriculture and rural development, and the formulation and implementation of farmers' income increase policy directly affects farmers' enthusiasm for agricultural production activities, the tax burden of farmers, the demand and guarantee of farmers' interests, and then determines the problem of increasing farmers' income. In the context of "green rise", Hainan should not only realize the strategy of "green rise". The sustainable development of economy and environment should also give consideration to the improvement of people's quality of life and the improvement of living standards. Therefore, in the context of "green rise" in Hainan Province, the analysis of the formulation and implementation of the policy of increasing farmers' income in Hainan will not only affect the social and economic development of Hainan Province, but also increase the income of farmers in Hainan province. Taking the green rise of Hainan as the research background, this article takes the situation of the policy implementation of the farmers' income increase in Hainan as the research object, through the literature research method, the comparative research method, and the theory of the farmers' income increasing and the public policy analysis, and discusses the green rise to the farmers' income increase and the rural development. The achievements of Hainan in the process of promoting green rise as well as the formulation and implementation of the policy of increasing farmers' income are analyzed. Through the study, the effectiveness of the policy implementation, the existing problems and the main factors that restrict the implementation of the policy in Hainan province are analyzed, and the comparative study of the three provinces in Jiangsu, Zhejiang and Guangdong provinces has been compared. The implementation experience of the farmers' policy in the developed provinces has put forward the effective measures to improve the farmers' income increase policy in Hainan Province, in order to provide a theoretical basis for the formulation of the farmers' income increase policy in Hainan province.
