营口经济技术开发区行政管理体制研究

【摘要】：营口经济技术开发区经过22年的发展,在经济与社会发展上取得了巨大成绩,已成为营口地区经济发展的主力军,经济总量占全营口的三分之一,起到了窗口、辐射、示范、带动作用。但近几年开发区的发展势头明显减弱,行政体制优势逐渐消退,开始向传统行政体制回归,如何在新常态下对其管理体制进行创新,使其既保留原体制的优势,又符合当前发展形势,是本文的论述目的。首先,本文在阐述论文的研究背景及选题意义基础上,介绍了国外开发区的体制特点以及我国开发区管理体制的分类,在分析我国开发区的基本情况以及行政体制概念基础上,运用相关理论明确我国开发区行政体制改革方向。接着,本文详细阐述营口经济技术开发区的体制发展历程及现状,分析体制存在的问题及其产生原因,结合国内其他先进经济技术开发区如青岛开发区、广州开发区、大连开发区等发展经验,为营口经济技术开发区体制改革和创新提供思路。最后,本文提出营口开发区管理体制改革的对策建议,首先应该制定地方性法规提高其规范性和稳定性,明确其区域发展的战略定位；其次提高其机构规格并尽量减少外界干预,在上级充分放权的基础上精简机构,理顺各部门职能,加强机构编制管理；最后是人才的引进和管理、行政审批制度的改革、电子政务的利用、社会组织引导和培育等软环境建设,不断完善和创新营口开发区行政管理体制。
[Abstract]:After 22 years of development, Yingkou Economic and technological Development Zone has made great achievements in economic and social development. It has become the main force of economic development in Yingkou region. The total economic volume accounts for 1/3 of the total economic volume of Yingkou, which has played a window, radiation, and demonstration. A driving effect. However, in recent years, the development momentum of the development zone has obviously weakened, the advantages of the administrative system have gradually receded, and it has begun to return to the traditional administrative system. How to innovate its management system in the new normal state, so that it can retain the advantages of the original system, In line with the current development situation, is the purpose of this article. First of all, on the basis of expounding the research background and the significance of the thesis, this paper introduces the system characteristics of the foreign development zones and the classification of the management system of the development zones in our country, based on the analysis of the basic situation of the development zones in our country and the concept of the administrative system. Use relevant theories to clarify the direction of administrative system reform in China's development zones. Then, this article elaborates the system development course and present situation of Yingkou Economic and technological Development Zone in detail, analyzes the existing problems of the system and its causes, and combines with other advanced economic and technological development zones in China, such as Qingdao Development Zone and Guangzhou Development Zone. The development experience of Dalian Development Zone provides ideas for the system reform and innovation of Yingkou Economic and technological Development Zone. Finally, this paper puts forward the countermeasures and suggestions for the reform of the management system of Yingkou Development Zone. Firstly, local laws and regulations should be formulated to improve its standardization and stability, and the strategic orientation of its regional development should be clarified. Secondly, it should improve its institutional specifications and minimize external interference, streamline its structure on the basis of full decentralization by its superiors, straighten out the functions of various departments, and strengthen its establishment and management. Finally, it is the introduction and management of talents and the reform of the administrative examination and approval system. The use of E-government, the guidance and cultivation of social organizations and other soft environment construction, and constantly improve and innovate Yingkou Development Zone administrative management system.
