实现基本公共服务均等化路径创新研究

【摘要】：随着我国经济的飞速发展,公民对基本公共服务的需求发生转变,实现基本公共服务的均等化成为我国政府急需解决的新问题,同时也成为政府转变职能,促进服务型政府建设的新的目标。我国在实行改革开放后,经济飞速发展,在此基础上,基本公共服务也得到了较快的发展,具有一定成就,但是在实现基本公共服务均等化方面还存在较大的不足,出现群体、区域、供给、城乡等方面的不均等矛盾。同时现有基本公共服务呈现出水平低、总量少、覆盖面窄等一系列问题。基本公共服务水平跟不上经济发展水平,无法实现基本公共服务的有效供给,无法满足新形式、新时期下公民对于基本公共服务的需求。大数据的运用,为基本公共服务均等化提供了有效路径,大数据不仅可以推动建设基本公共服务,促进均等化目标实现的进程,还可以为基本公共服务均等化提供实时、有效的监督,实现动态管理。大数据的利用程度直接影响基本公共服务均等化进程。本文以我国基本公共服务均等化建设现状为基础,结合原有研究的成果,在对新公共服务理论、新公共管理理论分析、研究的基础上,以理论为指导。对建设基本公共服务均等化的路径进行了探索。同时引入大数据概念,分析说明大数据对基本公共服务和实现基本公共服务均等化的影响。本文涉及的研究方法主要有文献分析法,理论分析指导法等。本文在为基本公共服务均等化探讨实现路径时,首次提出了大数据作为实现基本公共服务均等化的新路径,重点突出大数据在促进基本公共服务均等化方面的作用,为促进基本公共服务的现代化建设,提供了新的想法。
[Abstract]:With the rapid development of our country's economy, the citizens' demand for basic public services has changed, and the realization of equalization of basic public services has become a new problem that our government urgently needs to solve, and it has also become the transformation function of the government. The new goal of promoting the construction of service-oriented government. After the implementation of reform and opening up, the economy has developed rapidly in our country. On this basis, basic public services have also developed rapidly, with certain achievements, but there are still some shortcomings in achieving equalization of basic public services, and groups have emerged. Regional, supply, urban and rural areas such as unequal contradictions. At the same time, the existing basic public services show a low level, small total, narrow coverage and a series of problems. The level of basic public service can not keep up with the level of economic development, can not realize the effective supply of basic public service, can not meet the new form, the citizen's demand for basic public service in the new period. The application of big data provides an effective path for equalization of basic public services. Big data can not only promote the construction of basic public services, promote the process of achieving equalization goals, but also provide real-time access to equalization of basic public services. Effective supervision and implementation of dynamic management. The use of big data directly affects the process of equalization of basic public services. Based on the status quo of the equalization of basic public services in China and the achievements of the original research, this paper analyzes and studies the new public service theory and the new public management theory, guided by the theory. This paper explores the path of equalization of basic public services. At the same time, the concept of big data is introduced to analyze the influence of big data on basic public service and the realization of equalization of basic public service. The main research methods involved in this paper are literature analysis method, theoretical analysis guidance method and so on. In this paper, we discuss the realization path for equalization of basic public services, and propose big data as a new way to realize equalization of basic public services for the first time, with emphasis on the role of big data in promoting equalization of basic public services. New ideas have been provided for the modernization of basic public services.
