我国政务微博参与政府公共服务的机制研究

【摘要】：随着近几年新媒体的迅速发展,在政府职能转变以及构建服务型政府的大背景下,公共服务的提供形式也不断的发生了变化,政府应用新的网络平台为公众提供公共服务也成为必然趋势。本文是以政务微博为研究主体,探讨政务微博参与政府公共服务的机制问题,也就是政务微博“是怎样”和“应该怎样”参与政府公共服务的问题。首先通过概念辨析和理论溯源,明确政务微博和政府公共服务的概念以及他们之间的内在关系和理论基础。然后进一步分析政务微博参与政府公共服务的功能原理(基础功能与服务功能)和运行机理,提出机理模型,这也就为研究政务微博的参与机制打下基础。进而提出政务微博参与政府公共服务的机制模型,包括:信息共享机制、参与互动机制、O2O服务机制、应急机制以及激励机制,再分析每一个机制的特点和构成要素,以及从整体上分析政务微博参与政府公共服务的机制设置的合理性和必要性从而论证该机制模型的科学性。最后结合我国政务微博参与政府公共服务的现状和出现的问题,分析影响政务微博参与机制发挥作用的制约因素,针对我国政务微博参与政府公共服务的机制的制约条件,包括:政务微博的角色定位不明确、政务微博缺乏规范化管理、政务微博中公共服务资源分散和政务微博的激励机制不完善。然后提出提升政务微博参与机制有效性的建议。主要提出了四点建议:第一,明确政务微博参与公共服务的角色定位。第二,建立规范化的政务微博管理体制。第三,构建政务微博资源整合体系。第四,健全政务微博激励机制。本文的研究重点是我国政务微博参与政府公共服务的机制,通过原理分析和机理分析设计出了由信息共享机制、参与互动机制、O2O服务机制、应急机制以及激励机制五个机制构成的机制模型,最后通过分析使机制发挥作用的现实条件提出了相关的针对性建议。通过这些措施和建议进一步改善政务微博参与机制发挥作用的条件,将会使得政府能够利用政务微博提供更好的公共服务,也使得政府提供公共服务的渠道得到了扩展,为构建服务型政府提供了新的可能路径。
[Abstract]:With the rapid development of new media in recent years, under the background of the transformation of government functions and the construction of service-oriented government, the form of public service provision has changed constantly. It is also an inevitable trend for the government to use the new network platform to provide public services to the public. This paper takes the government affairs Weibo as the research subject, discusses the mechanism of government affairs Weibo participating in the government public service, that is, the government affairs Weibo "how" and "how should" participate in the government public service. Firstly, the concept of government Weibo and government public service and their internal relations and theoretical basis are clarified through the analysis of concepts and theoretical traceability. Then it further analyzes the function principle (basic function and service function) and operation mechanism of government Weibo participating in government public service, and puts forward the mechanism model, which lays a foundation for studying the participation mechanism of government affairs Weibo. Then it puts forward the mechanism model of government Weibo participating in government public service, including information sharing mechanism, participating interactive mechanism and O2O service mechanism, emergency mechanism and incentive mechanism, and then analyzes the characteristics and components of each mechanism. And the rationality and necessity of setting up the mechanism of government Weibo participating in government public service are analyzed in order to prove the scientific nature of the mechanism model. Finally, according to the current situation and problems of government Weibo participating in government public service, this paper analyzes the restrictive factors that affect the function of government affairs Weibo participation mechanism, aiming at the restriction conditions of government affairs Weibo participating in government public service mechanism. It includes: the role orientation of government Weibo is not clear, the government affairs Weibo lacks standardized management, the public service resources are dispersed in government affairs Weibo and the incentive mechanism of government affairs Weibo is not perfect. Then it puts forward some suggestions to improve the effectiveness of government Weibo participation mechanism. Four suggestions are put forward: first, the role of government Weibo to participate in public service is defined. Second, establish a standardized government Weibo management system. Third, the construction of government Weibo resources integration system. Fourth, improve government Weibo incentive mechanism. The research focus of this paper is the mechanism of government Weibo participating in government public service. Through the principle analysis and mechanism analysis, the mechanism of information sharing and participation interaction is designed, and the mechanism of O2O service is designed. The mechanism model of emergency mechanism and incentive mechanism is put forward. Finally, through the analysis of the practical conditions that make the mechanism work, the relevant suggestions are put forward. Through these measures and suggestions to further improve the government Weibo participation mechanism to play a role in the conditions, will enable the government to use government Weibo to provide better public services, but also the government to provide public services channels have been expanded. It provides a new possible path for the construction of a service-oriented government.
