阜阳市社会组织发展的现状、问题及对策研究

【摘要】:当前,我国社会组织进入快速发展阶段,社会组织在数量不断增长,活动规模与形式更加丰富,社会组织活动涉及科教文卫、经济、农业、扶贫等众多领域,承担着承接政府职能转移的重要责任,发挥促进我国社会的稳定发展的重要作用。党的十八大报告中强调要建立健全现代社会组织体制,并高度重视社会组织的发展。社会组织进入快速发展时期,社会组织的发展与繁荣关乎到我国社会的稳定、团结与昌盛。近年来,阜阳市社会组织建设也提到日程上来,社会组织数量不断增长,活动范围涉及不同行业,影响力不断加强。为积极促进社会组织发展,阜阳市政府大力支持,为社会组织的发展打造良好的外部环境,鼓励和动员社会组织积极参与到社会治理活动中来。但是,阜阳市社会组织的发展还存在总量少、规模小、发展不平衡;社会认知度低,公众参与度低以及缺乏社会信任;社会组织自身存在管理不规范等制约社会组织又好又快的发展的问题。阜阳市政府重视与支持社会组织的发展是不容置疑的,但是阜阳市的市情以及社会组织所发展的现状,也是发展中不可忽略的因素。因此,笔者通过文献资料分析与实地调研的方式相结合,对制约阜阳市社会组织发展的因素加以分析,提出相对应的促进发展的建议和解决措施,如政府部门合理的角色定位,创新管理理念;社会组织加强诚信建设、信息公开透明化、加强组织文化建设;加强对社会组织的监督管理与问责,提高公民参与积极性等等.文章共分为6个部分,第一章是导论,主要叙述了文章的选题背景与研究意义、国内外研究综述、研究思路与研究方法以及论文的创新点与不足。第二章是相关概念界定与理论概述,主要论述了社会组织的概念、分类以及本文的理论支撑。第三章是阜阳市社会组织的发展现状,论述当前社会组织发展的总体规模和结构分布情况。第四章是阜阳市社会组织发展中的问题及原因分析,主要包括四个问题:社会组织发展总量少、规模小、发展不平衡;社会组织自治能力不强、社会认知度低;政社分开进展缓慢,法治化监督不健全。第五章是促进阜阳市社会组织发展的对策与建议,主要从政府部门、社会组织自身以及改善外部发展环境这三个方面来论述:政府部门认准角色定位,加强政策扶持与管理;加强组织自身管理能力与人才队伍建设;加强组织文化建设,创办品牌组织;增加公民认知度与公益积极性,加强问责与监督。第六章是结束语,主要是对全文的研究成果和观点做了一个总结,希望通过多方通力合作,使得社会组织的发展达到"内外兼修"。
[Abstract]:At present, social organizations in our country are entering a stage of rapid development. The number of social organizations is increasing and the scale and form of their activities are more abundant. Social organization activities involve many fields, such as science, education, culture and health, economy, agriculture, poverty alleviation, and so on. Undertake the important responsibility to undertake the transfer of government functions, play an important role in promoting the stable development of our society. In the report of the 18th National Congress of the Communist Party of China, it is emphasized to establish and perfect the modern social organization system and attach great importance to the development of the social organization. The development and prosperity of social organization is related to the stability, unity and prosperity of our society. In recent years, the construction of social organizations in Fuyang City is also on the agenda, the number of social organizations is increasing, the range of activities involves different industries, and the influence is constantly strengthened. In order to actively promote the development of social organizations, Fuyang municipal government vigorously supported, for the development of social organizations to create a good external environment, encourage and mobilize social organizations to actively participate in social governance activities. However, the development of social organizations in Fuyang City still has a small amount, small scale, unbalanced development, low social awareness, low public participation and lack of social trust. The social organization itself has some problems, such as nonstandard management, which restrict the good and fast development of the social organization. There is no doubt that Fuyang Municipal Government attaches importance to and supports the development of social organizations, but the city conditions and the current situation of social organizations in Fuyang City are also the factors that can not be ignored in the development. Therefore, through the combination of literature analysis and field investigation, the author analyzes the factors that restrict the development of social organization in Fuyang City, and puts forward corresponding suggestions and solutions to promote development, such as the rational role orientation of government departments. Innovative management concept; social organizations to strengthen the construction of good faith, transparency of information, strengthen the construction of organizational culture; strengthen the supervision, management and accountability of social organizations, improve the enthusiasm of citizens to participate, and so on. The article is divided into six parts. The first chapter is the introduction, which mainly describes the background and significance of the topic, the domestic and foreign research review, research ideas and research methods, as well as the innovative points and shortcomings of the paper. The second chapter is the definition of relevant concepts and theoretical overview, mainly discusses the concept of social organization, classification and the theoretical support of this paper. The third chapter is the development of social organizations in Fuyang, the overall scale and structure of the development of the current distribution of social organizations. The fourth chapter is the analysis of the problems and causes in the development of social organization in Fuyang city, mainly including four problems: the total amount of development of social organization is small, the development is not balanced, the ability of social organization autonomy is not strong, and the degree of social cognition is low. The separation of government and society has made slow progress and supervision of the rule of law is not perfect. The fifth chapter is the countermeasures and suggestions to promote the development of social organization in Fuyang city, mainly from three aspects: government departments, social organizations themselves and improving the external development environment: government departments to identify the role of positioning, strengthen policy support and management; Strengthen the organization's own management ability and talent team construction, strengthen the organizational culture construction, establish the brand organization, increase the citizen's cognition and public interest enthusiasm, strengthen the accountability and supervision. The sixth chapter is the conclusion, which mainly summarizes the research results and viewpoints of the full text, hoping to make the development of social organization "both inside and outside" through the cooperation of various parties.
