【摘要】：金保工程是人力资源和社会保障信息化建设的总称,是由国家人社部主导,在全国各省市内开展的人力资源和社会保障信息化建设工程,是我国电子政务工程“十二金”的重要组成部分。它是以计算机网络、服务器、系统软件平台为基础,以大集中的方式建设集社会保险业务和劳动力与就业再就业业务于一体的“大社保、大劳动”的业务管理信息系统。在社会保障全国信息化的趋势及背景下,泉州市金保工程于2013年正式立项启动,并明确金保工程为泉州市当年预备重点项目,要求泉州市金保工程实现“建设全市统一的市、县、乡、村四级社会保障信息系统网络,并与全国广域主干网互联”的建设目标。本文结合泉州市人力资源和社会保障信息化现况,探讨人力资源和社会保障信息化建设过程中可能存在的问题,以及如何解决信息化建设过程中所遇到的问题,力求规范人力资源和社会保障业务经办,提高各项业务办理效率,保障信息数据安全,进而提升人力资源和社会保障信息化建设及应用管理水平,并对未来泉州人力资源和社会保障信息化发展进行了展望。全文包括五个部分,第一部分首先介绍了泉州市金保工程建设的背景与意义,并就金保工程软件开发项目的特点,提出了进行专项研究的重要性、必要性及研究的目的和具体实施方法。接着第二部分主要阐述了电子政务、金保工程相关理论以及同泉州金保工程建设相关的信息外包技术理论、物联网技术理论和云计算理论等。在第三部分中,着重介绍了泉州市金保工程建设的现状以及建设过程中所遇到的相关问题,通过对建设现状的阐述分析总结出泉州市金保工程建设相对落后的症结所在。第四部分是本文的论述重点,着重介绍了泉州市金保工程建设的内容与功能,国家金保工程建设示范城市铜陵市的金保工程建设经验以及在新的信息技术环境下泉州市金保工程建设的创新与突破,并通过对比借鉴总结出新的建设思路,为泉州市金保工程建设顺利完成指明建设方向。最后,则是从政府公共服务能力建设、人力资源和社会保障业务经办信息化、社会保障基金安全和业务信息数据安全等方面入手,着重介绍泉州金保工程建设过程中所使用的建设策略,提出推进泉州市金保工程建设顺利进行的可行性参考意见,在建设过程中使用新兴信息技术,不断创新,力求建成具有泉州特色的人力资源和社会保障信息系统。
[Abstract]:The Jinbao Project is a general term for the construction of human resources and social security information. It is a human resources and social security information construction project led by the Ministry of Human Resources and Social Security and carried out in various provinces and cities throughout the country. Is our country electronic government affairs project "12 gold" the important constituent. It is based on the computer network, server and system software platform, and builds a "big social security, large labor" business management information system which integrates social insurance business and labor force and employment re-employment business in a centralized way. Under the trend and background of national informatization of social security, Quanzhou Gold Insurance Project was officially launched in 2013, and it was made clear that the Golden Insurance Project was the key project of Quanzhou City for that year, which required the realization of Quanzhou Gold Insurance Project to "build a unified city in the whole city." County, township, village level social security information system network, and the national wide-area backbone network "construction goal. Based on the present situation of human resources and social security informatization in Quanzhou City, this paper discusses the possible problems in the process of human resources and social security informatization construction, and how to solve the problems encountered in the process of information construction. Strive to standardize the operation of human resources and social security services, improve the efficiency of business processing, ensure the security of information and data, and further improve the level of information construction and application management of human resources and social security, And the future of Quanzhou human resources and social security information development prospects. The paper includes five parts. The first part introduces the background and significance of the gold insurance project construction in Quanzhou city, and points out the importance of the special research on the characteristics of the gold insurance project software development project. The necessity, the purpose and the concrete implementation method of the research. Then the second part mainly expounds the theory of E-government, the theory of Jinbao project, the theory of information outsourcing technology related to the construction of Quanzhou Jinbao Project, the theory of Internet of things and the theory of cloud computing, etc. In the third part, the paper mainly introduces the present situation of the construction of gold insurance project in Quanzhou and the related problems encountered in the construction process, and summarizes the crux of the relative backwardness of the construction of the gold insurance project in Quanzhou through the analysis of the present construction situation. The fourth part is the emphases of this paper, which mainly introduces the contents and functions of the construction of Quanzhou Gold Insurance Project. The experience of gold protection project construction in Tongling city, the demonstration city of national gold insurance project, and the innovation and breakthrough of the gold protection project construction in Quanzhou under the new information technology environment, and the new construction ideas are summed up through comparison and reference. Quanzhou City for the smooth completion of gold protection project construction direction. Finally, it starts with the capacity-building of government public services, the informationization of human resources and social security services, the security of social security funds and the security of business information data, and so on. This paper mainly introduces the construction strategies used in the construction of Quanzhou Gold Insurance Project, and puts forward some feasible suggestions for promoting the smooth construction of the Quanzhou Gold Insurance Project, and makes continuous innovation by using the new information technology in the process of construction.
