乡村环境污染治理中的县级政府责任研究

【摘要】：最近几年,关于“雾霾”“灰霾”“环境群体事件”等内容屡见报端,我国环境污染问题已不仅仅是城市的棘手问题,更扩展至许多乡村地区,成为新时期国家治理的重大难题。相比较而言,乡村地区的环境问题更加特殊复杂,除了农业污染、生活污染外,还要承受工业污染和城市污染的转移,治理难度非常大,对政府的治理能力提出的要求更高。然而,在这些政府中,县级政府是具有完整政府功能的最基层行政管理单位,它直接面对乡村的日常管理,对乡村环境污染的治理成效起着决定性的作用。因此,要真正遏制乡村环境污染的步伐,就必须强化县级政府及其工作人员的责任,努力提高其环境污染治理能力。本文首先从乡村环境污染的特殊性入手,指出其不同于城市环境污染的主要特点,明确县级政府在对其治理过程中具体应承担的四种责任,即规划引导责任、组织协调责任、监督保障责任、教育宣传责任。目的是将这种应然性的要求作参照,来突出当前我国县级政府在乡村环境污染治理实践中仍然存在一些诸如公共产品供给职能缺位、环境监督与执法力度欠缺、行政权力越位现象严重、政府回应态度消极怠慢等问题。紧接着在第三章中对这些问题的原因进行探索,分别从意识理念的缺乏、政府能力的有限、现行管理制度的制约以及基层群众的不配合四大方面来作出具体阐释。最后,相应地从培育生态文明理念、加强政府能力建设、夯实治理制度基础、构建多元共治模式几个方面来提出强化乡村环境污染治理中县级政府责任的对策,以期为“美丽中国”宏伟蓝图的早日实现作出微薄贡献。
[Abstract]:In recent years, the contents of "haze", "haze," environmental group events "have been frequently reported. The problem of environmental pollution in China is not only a thorny problem in cities, but also extends to many rural areas. To become a major problem of national governance in the new period. In contrast, the environmental problems in rural areas are more complicated. Besides agricultural pollution and life pollution, they also have to bear the transfer of industrial pollution and urban pollution. However, among these governments, the county-level government is the most basic administrative unit with complete government function. It directly faces the daily management of the countryside and plays a decisive role in the control effect of rural environmental pollution. Therefore, in order to truly curb the pace of environmental pollution in rural areas, it is necessary to strengthen the responsibility of county-level governments and their staff, and strive to improve their ability to control environmental pollution. This paper begins with the particularity of rural environmental pollution, points out that it is different from the main characteristics of urban environmental pollution, and clarifies four kinds of responsibilities that county government should bear in the process of its management, namely, planning and guiding responsibility, organization and coordination responsibility. Responsibility for supervision and security, education and publicity. The purpose of this paper is to make reference to the requirement of this kind of necessity, to highlight the fact that there are still some problems such as the absence of supply function of public goods and the lack of environmental supervision and law enforcement in the practice of rural environmental pollution control by county-level governments in our country at present. Then in the third chapter to explore the causes of these problems, respectively from the lack of awareness of the concept, the limited capacity of the government, the constraints of the current management system and the grass-roots masses do not cooperate to make a specific interpretation of the four major aspects. Finally, from the aspects of cultivating the concept of ecological civilization, strengthening the construction of government capacity, strengthening the foundation of governance system and constructing the model of multiple co-management, the countermeasures of strengthening the responsibility of county government in the management of rural environmental pollution are put forward. With a view to the "beautiful China" grand blueprint for the early realization of a modest contribution.
