高邮市政府门户网站管理问题研究

【摘要】：随着电子技术和网络的发展,电子政务发展程度己经成为衡量一个国家及城市综合竞争力的标志之一。其中,政府门户网站是电子政务建设的重要组成部分,能够体现出电子政务的综合发展水平。概括而言,政府门户网站就是政府利用网络媒体直接面向社会公众统一发布政府信息,及时收集并处理社会公众意见和建议,提供政府办事指南,受理公众业务及公布办理结果,为社会公众服务的新窗口。在这样的背景下,探讨服务型政府视角下政府门户网站研究就是一个非常有价值的选题,本文以高邮市为具体的考察对象,以新公共服务理论、公共沟通理论、善治理论为理论基础,总结了高邮市政府门户网站的管理特点：有序的网站管理分工,有力的安全管理措施,完善的部分网站功能。通过对高邮市政府门户网站的现状进行分析,指出了服务型政府视角下当前门户网站管理存在的主要问题：网站功能错位、网站管理主体单一、一站式服务能力弱。针对存在的问题,本文进行了细致的剖析,并深入探求其根源,认为造成高邮市政府门户网站服务效能低下的原因是由多方面造成的,包括观念层面的原因如“政府本位”意识严重、公民权利意识淡薄、政民沟通意识薄弱；制度层面的原因如缺乏监督反馈机制,考核机制不完善,奖惩机制不健全；实际操作层面的原因,如缺少专职人员、服务流程不规范、技术手段过时。在此基础上,我提出了提升高邮市政府门户网站服务效能的对策：一是树立管理主体多元化的理念,增强政府服务意识,培育公民民主意识,加强政民沟通意识；二是加强制度建设,建立监督机制,完善考核机制,健全奖惩机制；三是提高操作效率,配备专职人员,规范服务流程,利用新兴技术。
[Abstract]:With the development of electronic technology and network, E-government has become one of the indicators to measure the comprehensive competitiveness of a country and a city. Among them, the government portal is an important part of e-government construction, which can reflect the comprehensive development level of e-government. To sum up, the government portal means that the government directly issues government information directly to the public through the Internet media, collects and processes public opinions and suggestions in a timely manner, and provides guidance on government affairs. Accept the public business and announce the results of the processing, the new window for the public service. Under this background, it is a very valuable topic to discuss the research of government portal website from the perspective of service-oriented government. This paper takes Gaoyou City as the specific object of investigation, taking the new public service theory and the public communication theory as the object of investigation. Based on the theory of good governance, this paper summarizes the management characteristics of Gaoyou government portal website: orderly division of labor of website management, effective safety management measures, and perfect part of website functions. By analyzing the current situation of Gaoyou government portal website, this paper points out the main problems of portal website management under the perspective of service-oriented government: website function dislocation, single main body of website management and weak one-stop service ability. In view of the existing problems, this paper makes a detailed analysis, and deeply explores its root cause, and thinks that the reasons for the low efficiency of Gaoyou government portal website are caused by many aspects. The reasons include serious consciousness of "government standard", weak consciousness of civil rights, weak consciousness of communication between government and people, reasons of system level such as lack of supervision and feedback mechanism, imperfect assessment mechanism, imperfect mechanism of rewards and punishments, etc. Practical operational level reasons, such as the lack of full-time personnel, service processes are not standardized, technical means out of date. On this basis, I put forward the countermeasures to improve the service efficiency of Gaoyou government portal: first, to establish the concept of diversification of management subjects, to strengthen the sense of government service, to cultivate the democratic awareness of citizens, and to strengthen the awareness of communication between the government and the people; Second, strengthen the system construction, establish the supervision mechanism, perfect the examination mechanism, perfect the reward and punishment mechanism; third, improve the operation efficiency, equip the full-time personnel, standardize the service flow, utilize the emerging technology.
