服务型政府导向下南昌市政府门户网站互动交流平台优化研究

【摘要】：随着互联网技术在政务领域的不断应用和发展,政府门户网站的发展水平已成为衡量一个国家和地区信息化发展水平的标志之一,其中的互动交流平台为普通公民与政府直接互动提供了一个很好的对话平台。充分发挥地市级政府门户网站中互动交流平台的作用对于我国构建服务型政府的目标起很大的推动作用,但由于受各种因素的制约,现有互动交流平台并不完善,还需对其从构建服务型政府的总体战略目标出发进行优化,来达到加强公共服务和民主建设的目的。本文希望通过对南昌市的政府门户网站中互动交流平台个案的研究起到举一反三的作用,对我国其他地市级政府门户网站互动交流平台的建设及优化以启发。文章首先阐述了研究这一课题的背景和对我国构建服务型政府所起到的理论和现实意义,随后介绍了研究这一问题的相关理论,为地市级政府门户网站中互动交流平台问题的研究提供了理论依据,同时也简述了服务型政府、互动交流平台和公民网络参与在我国的发展历程。之后结合南昌市政府门户网站互动交流平台的具体案例进行分析,指出了其存在以下几个方面的问题:服务观念未转变、法律与安全问题尚存、版面设计待提高和考核与互动层次欠缺。后又选取中国上海和韩国釜山的政府门户网站互动交流平台为例,介绍了其政府门户网站互动交流平台建设的具体情况和亮点,从法律体系、硬件条件、核心价值和平台页面四个方面总结了中国上海和韩国釜山两市具体实践对我国地市级政府门户网站互动交流平台问题提供的经验和启示。最后,在借鉴国内外先进经验的实例基础上,针对当前南昌市政府门户网站互动交流平台的具体情况,从服务型政府的基本理念与目标诉求的价值维度提出对该互动交流平台建设的优化意见,即树立公民需求为理念的服务导向,以法律制度规范参与行为和保障平台安全,尽力消除区域数字鸿沟和提升互联网质量,加强对平台的功能设计和页面设计,鼓励公民参与互动并开设高层次互动栏目和加强信息化培训和平台绩效考核。
[Abstract]:With the continuous application and development of Internet technology in the field of government affairs, the development level of government portals has become one of the symbols to measure the level of information development of a country and a region. The interactive communication platform provides a good dialogue platform for the direct interaction between ordinary citizens and the government. Giving full play to the role of interactive communication platform in municipal government portals plays a great role in promoting the goal of building service-oriented government in our country. However, due to various factors, the existing interactive communication platform is not perfect. In order to strengthen public service and democratic construction, it is necessary to optimize the overall strategic goal of constructing service-oriented government. This paper hopes that the case study of the interactive communication platform in the government portal of Nanchang City will play a negative role in the construction and optimization of the interactive communication platform of other municipal government portals in China. The paper first expounds the background of the research and the theoretical and practical significance to the construction of service-oriented government in China, and then introduces the relevant theories to study this issue. It provides a theoretical basis for the study of interactive communication platform in municipal government portals, and also briefly describes the development process of service-oriented government, interactive communication platform and citizen network participation in China. Based on the analysis of the concrete case of Nanchang municipal government portal interactive exchange platform, this paper points out the following problems: the service concept has not changed, the law and security problems still exist, Layout design to be improved and assessment and interaction level is lacking. Then, the interactive exchange platform of government portal website in Shanghai, China and Busan, South Korea is selected as an example to introduce the concrete situation and bright spot of the construction of interactive exchange platform of government portal website, from the legal system, hardware condition. Four aspects of core value and platform page summarize the experience and inspiration from the concrete practice of Shanghai and Busan, South Korea, to the interactive communication platform of municipal government portal in China. Finally, on the basis of drawing lessons from the advanced experience at home and abroad, aiming at the concrete situation of the current interactive exchange platform of Nanchang municipal government portal website, From the value dimension of the basic concept and goal of service-oriented government, the author puts forward the optimized opinions on the construction of the interactive communication platform, that is, to establish the service orientation of citizen's demand, to standardize the participating behavior and to ensure the platform's safety by the legal system. Try to eliminate the regional digital divide and improve the quality of the Internet, strengthen the platform's functional design and page design, encourage citizens to participate in interaction and set up high-level interactive columns, strengthen information training and platform performance evaluation.
