我国乡镇政府职能转变问题研究

【摘要】：乡镇政府职能的转变问题是政府管理的核心问题,也是学术研究关注和重视的重要问题。随着社会和经济的发展,政府即要适应经济发展,重视政府的政治经济职能,同时更要重视社会管理和公共服务功能,特别是在促进社会主义新农村不断发展的道路上,乡镇政府的职能越来越不适应这种变化,需要迅速的做出职能上的转变。论文正文总共由四大部分构成。第一部分首先界定了乡镇政府职能及职能转变的基本概念,阐释了政府职能的理论依据。第二部分研究了我国乡镇政府的现状,关注了乡镇政府职能面临的挑战和压力,挖掘了乡镇政府职能存在的问题。第三部分从理念、体制和能力等方面,就其产生的原因给予了剖析。第四部分针对前文分析的问题及原因,提出了乡镇政府职能转变的对策建议。乡镇政府职能需要科学定位,需要职能转变,需要由原来单纯的重经济轻服务,转向重视社会管理和公共服务,由原来的命令型向服务型转变,建立服务型的乡镇政府。本文重视乡镇政府职能的科学定位,摒弃以往的陈旧思想和思维模式,加强改革创新,探究我国乡镇政府职能转变的路径和对策。
[Abstract]:The transformation of township government function is not only the core issue of government management, but also an important issue that academic research pays attention to. With the development of society and economy, the government should adapt to the economic development, attach importance to the political and economic functions of the government, and pay more attention to the social management and public service function, especially on the road of promoting the continuous development of the new socialist countryside. The function of township government is more and more unsuitable for this change, and needs to be changed rapidly. The text of the thesis consists of four parts. The first part defines the basic concept of township government function and its transformation, and explains the theoretical basis of government function. The second part studies the present situation of the township government in China, pays close attention to the challenge and pressure of the township government function, and excavates the existing problems of the township government function. The third part analyzes the reasons from the aspects of concept, system and ability. The fourth part puts forward the countermeasures and suggestions on the transformation of township government functions in view of the problems and causes of the above analysis. The function of township government needs scientific orientation, function transformation, and needs to change from simple emphasis on economy to service, to attach importance to social management and public service, from the original command to service, and to establish a service-oriented township government. This paper attaches importance to the scientific orientation of township government function, abandons the old thought and thinking mode, strengthens the reform and innovation, and probes into the path and countermeasure of the transformation of township government function in our country.
