【摘要】：十八大报告指出要加强党内监督、民主监督、法律监督、舆论监督,让人民监督权力,让权力在阳光下运行。笔者认为舆论监督的主体是社会公众,客体是政府及其工作人员以及与公共利益相关的公众人物,是社会公众运用新闻媒体形成舆论,对权力偏差的行为进行揭露和批评。十八大以来,我国政治体制改革以及政府反腐的力度空前加大,为媒体舆论监督营造了一个全新的环境。在这样的国内形势和环境下,媒体舆论监督发生了怎样的变化?呈现出怎样的特点?这是本文研究的重点。经过研究发现,十八大后媒体加大了对省部级以上官员的监督力度,媒体与政府在舆论监督上的互动更为紧密,监督手段更为丰富,但舆论监督的大环境却有所收紧,这是自下而上监督的无奈。虽然十八大带来了很多改变,但由于我国的政治环境和法律制度的不完善,加上传统媒体的弊端和新媒体发展的缺陷,媒体的舆论监督仍然面临诸多困境。笔者认为,要解决这些不足,最重要的是进行制度上的顶层设计,同时立法机关提供法律保护,政府部门管理舆论监督时做到公开、公正、合理、合情,而媒体自身也应与时俱进并加强行业自律。只有多方的协调努力,才能让舆论监督真正有效地落到实处。
[Abstract]:The report of the 18th CPC National Congress pointed out that it is necessary to strengthen inner-party supervision, democratic supervision, legal supervision, public opinion supervision, and let the people supervise power and let power run in the sun. The author believes that the main body of public opinion supervision is the public, the object is the government and its staff and public figures related to public interests, the public use the news media to form public opinion, to expose and criticize the behavior of power deviation. Since the 18th National Congress of the CPC, the reform of political system and the government's anti-corruption efforts have been intensified, which has created a new environment for the supervision of media and public opinion. In such a domestic situation and environment, what has happened to the media supervision of public opinion? What are the characteristics? This is the focus of this paper. After the study, it was found that after the 18th National Congress, the media increased their supervision of officials at or above the provincial and ministerial level, and the media and the government had closer interaction on the supervision of public opinion, and the means of supervision were more abundant, but the general environment of public opinion supervision was tightened somewhat. This is the helplessness of bottom-up supervision. Although the 18th National Congress has brought a lot of changes, due to the imperfection of our country's political environment and legal system, coupled with the shortcomings of the traditional media and the defects of the development of new media, the supervision of media public opinion still faces many difficulties. The author believes that in order to solve these deficiencies, the most important thing is to carry out the top-level design of the system, at the same time, the legislature provides legal protection, and the government departments manage the supervision of public opinion to be open, fair, reasonable and reasonable. And the media itself should also keep pace with the times and strengthen industry self-discipline. Only the coordinated efforts of many parties, can the supervision of public opinion be carried out in a real and effective manner.
