大学生村官应急管理体制构建方略

【摘要】：大学生村官作为村级特设岗位,是连接政府与村民、高校与社会的桥梁,同时也是培养新一代农村基层管理干部的重要途径。充分发挥大学生村官文化素质好和科技素养高的优势,在提升其组织决策水平和农村治理能力的同时,提升其应急管理能力,进而促进应急管理体制的构建不仅十分必要也尤为迫切。应急管理体制构建的中心环节是应急管理能力的提升。基于流程管理理论和案例分析,使大学生村官了解和掌握应急管理的基本知识和操作程序,应作为应急管理能力提升的重点。大学生村官应急管理能力提升的路径:一是明确应急管理行为规范,包括事前预防行为规范、事中处置行为规范和事后恢复行为规范;二是构建应急管理行为评估指标体系,诸如评估内容的确定、评估考核办法的制定以及评估结果的运用等。大学生村官应急管理能力应作为其工作业绩考核的一项重要内容,此项能力的提升对于实现农村管理的专业化、科学化以及村级治理能力的现代化将发挥积极的促进作用。
[Abstract]:As a special post at the village level, the university student village official is the bridge connecting the government with the villagers, the university and the society, and it is also an important way to train the new generation of rural grassroots management cadres. To give full play to the advantages of good cultural quality and high scientific and technological literacy of university students' village officials, and to enhance their ability of emergency management while improving their organizational decision-making level and rural governance ability, Thus promoting the construction of emergency management system is not only very necessary but also particularly urgent. The central link of the construction of emergency management system is the improvement of emergency management ability. Based on the theory of process management and case analysis, the basic knowledge and operation procedure of emergency management should be understood and grasped by the university students' village officials, which should be regarded as the key point of improving the ability of emergency management. The ways to improve the ability of emergency management of college students' village officials are: first, to make clear the behavior standard of emergency management, including the norm of pre-prevention behavior, the norm of disposal behavior and the norm of behavior of recovery after the event; second, to construct the evaluation index system of emergency management behavior. Such as the determination of evaluation content, evaluation methods and the use of evaluation results. The emergency management ability of university students' village officials should be regarded as an important part of their work performance appraisal. The promotion of this ability will play a positive role in realizing the specialization, scientization of rural management and the modernization of village governance ability.
