整体性政府理论视域下省直管县改革的碎片化及其整合研究

【摘要】：省直管县改革是弱化市管县体制弊端,推进行政管理体制改革的必然要求。当前省直管县改革在政府组织结构调整、职权责三者间关系疏通及部门间关系协调等领域存在较为严重的碎片化问题,制约了改革作用的发挥与政府效能的提升。依托整体性政府理论来反思省直管县改革中呈现的碎片化问题,发现传统官僚体制、利益本位主义思想的掣肘以及新公共管理改革的负向效应是导致省直管县改革碎片化的主要原因。为此,提出加大政府组织结构整合力度,疏通职权责三者间关系,构建良性的部门间协作机制和推进由行政性放权向法制化放权转变进程等治理路径,以期破除省直管县改革碎片化的流弊,更大限度地发挥改革效力。
[Abstract]:The reform of provincial direct administration of county is the inevitable requirement of weakening the malpractice of city and county system and pushing forward the reform of administrative management system. At present, there are serious fragmentation problems in the areas of government organization structure adjustment, the relationship between authority and responsibility and the coordination between departments and departments, which restrict the development of reform function and the improvement of government efficiency. Relying on the holistic government theory to reflect on the fragmentation in the reform of the counties directly in charge of the province, and to discover the traditional bureaucratic system, The restriction of the thought of interest orientation and the negative effect of the new public management reform are the main reasons for the fragmentation of the reform. For this reason, the paper proposes to strengthen the integration of government organizational structure, to dredge the relationship between authority and responsibility, to construct a benign inter-departmental cooperation mechanism and to promote the process of transformation from administrative decentralization to legalized decentralization. In order to break down the fragmentation of the reform of provinces and counties, to play a greater role in the reform.
