我国行政决策监督机制存在的问题及对策分析

【摘要】：行政决策是行政管理活动的中心环节,是政府活动中一种基础性、普遍性的行为。行政决策涉及到国家政治生活的方方面面,是行政机关日常管理与服务活动的依据。对于某一职能领域中亟待解决的、涉及面广的的重大问题,只有决策机关及时、正确的做出决策,这些问题才可能得到有效解决。但是在现实生活中,时常出现决策失误的情况,不仅给某些部门和领域带来重大经济损失,还在很大程度上影响政府的信誉和形象。我国行政决策监督机制经过几十年的发展和完善,从整体上说是较为符合国情和有效的,但是在监督主体作用发挥方面、决策监督和评估方式方面、决策失误责任追究方面、决策监督程序方面还存在一些问题。由于部分领导者深受“官本位”等传统官僚主义思想影响,加上我国行政权力过大,而相应的监督手段并没有及时跟上,导致决策失误事件时有发生。严密的决策权力监督机制是权力得到正确行使的重要保证。针对行政决策监督机制存在的问题,文章提出了相应的解决措施。主要包括:完善行政决策监督主体的监督;改善行政决策监督和评估方式方法;完善行政决策失误责任追究机制;规范行政决策监督程序等。这些措施之间并不是孤立的,而是相互连接相互配合的。也只有这样才能使行政决策监督机制更加完善、更加有效,进而保证决策的科学化、民主化、法制化,促进我国社会主义各项事业稳步前进。
[Abstract]:Administrative decision-making is the central link of administrative activities and a basic and universal behavior in government activities. Administrative decision-making involves all aspects of national political life and is the basis of daily management and service activities of administrative organs. For the important problems which need to be solved urgently in a certain functional field, only the decision-making organs make decisions in time and correctly, can these problems be solved effectively. However, in real life, there are often mistakes in decision-making, which not only bring great economic losses to some departments and fields, but also affect the credibility and image of the government to a great extent. After decades of development and improvement, the supervisory mechanism of administrative decision making in our country is more consistent with the national conditions and effective overall, but in the aspect of exerting the main role of supervision, the way of decision supervision and evaluation, and the investigation of responsibility for decision-making errors, There are still some problems in the process of decision-making and supervision. Because some leaders are deeply influenced by traditional bureaucratism, such as "officialdom standard", and the administrative power of our country is too big, the corresponding supervision means have not kept up with each other in time, which leads to the occurrence of decision-making mistakes from time to time. Strict power supervision mechanism is an important guarantee for the correct exercise of power. In view of the problems existing in the administrative decision-making supervision mechanism, this paper puts forward the corresponding solutions. It mainly includes: perfecting the supervision of the subject of administrative decision making; improving the ways and methods of administrative decision supervision and evaluation; perfecting the accountability mechanism of administrative decision making mistakes; standardizing the procedure of administrative decision supervision and so on. These measures are not isolated, but mutually connected. Only in this way can we make the supervision mechanism of administrative decision more perfect and more effective, and then ensure the scientific, democratic and legalized decision-making, and promote the steady progress of all socialist undertakings in our country.
