治理现代化视域下城市公共危机治理方式研究

【摘要】：治理现代化是中共十八届三中全会提出的新的时代命题,也是党回应现实挑战的主动选择,更是我国顺应当代城市发展,提高危机治理效能,实现国家健康发展的有力保证。城市公共危机治理方式的有效性在一定程度上体现了一国治理现代化的实现程度。伴随城市化的持续推进,城市系统内公共危机意识缺失、信息鸿沟形成、官僚制残存、整合效率低下以及法治进程落后等城市公共危机治理方式弊端的日渐突显,愈加制约着我国危机治理效能的提高。因此,加快城市公共危机治理方式转变已迫在眉睫。主体构成多样化、治理法治化与治理信息化是治理方式现代化的核心要素。因此,治理现代化视域下的城市公共危机治理方式研究,应首先着眼于危机治理主体构成的拓展,从城市公共危机治理现代化进程中的主体思维变革、主体构成转变与主体交流增进着眼,逐步形成以地方政府为主导,非政府组织、企业、大众传媒与公民共同参与的城市公共危机治理新格局;其次,注重法治化在城市公共危机治理方式现代化转变进程中的关键性作用,强化法治意识、完善法律体系、明确法律地位、重视司法审查,从危机预警、应对及善后各阶段的法治化工作入手,加快常态及非常状态下的危机治理法治建设工作;最后,加快城市公共危机治理的信息化研究。应从城市公共危机预警系统、信息管理系统、决策支持系统与处理系统入手,加快管理技术研发与专业队伍培养,通过危机治理信息化促进治理环境的改善及治理信度与效度的提升,最终实现城市公共危机治理方式现代化。
[Abstract]:Governance modernization is a new proposition of the times put forward by the third Plenary session of the 18th CPC Central Committee. It is also an active choice for the Party to respond to the realistic challenges. It is also a powerful guarantee for our country to comply with the contemporary urban development, improve the efficiency of crisis management, and realize the healthy development of the country. To a certain extent, the effectiveness of urban public crisis management reflects the realization degree of a country's governance modernization. With the continuous development of urbanization, the public crisis consciousness in the urban system is lacking, the information gap is formed, the bureaucratic system remains, the integration efficiency is low and the process of rule of law is backward, and so on, the malpractice of the urban public crisis management mode is becoming increasingly prominent. More and more restrict our country crisis management efficiency enhancement. Therefore, it is urgent to speed up the transformation of urban public crisis management mode. The main body is diversified, governance by law and governance information are the core elements of the modernization of governance. Therefore, the research on the governance mode of urban public crisis from the perspective of governance modernization should first focus on the expansion of the subject composition of crisis governance, and reform the subject thinking in the process of modernization of urban public crisis management. The transformation of the subject composition and the main body exchange will gradually form a new pattern of governance of the urban public crisis, which is dominated by the local government, with the participation of non-governmental organizations, enterprises, mass media and citizens; secondly, We should pay attention to the key role of the rule of law in the process of modernization of urban public crisis management, strengthen the consciousness of rule by law, perfect the legal system, clarify the legal status, attach importance to judicial review, and give early warning from the crisis. In order to speed up the construction of the rule of law in the normal and abnormal state of crisis governance, finally, to speed up the information research on the governance of urban public crisis. We should start with the early warning system of urban public crisis, information management system, decision support system and processing system, and speed up the development of management technology and the training of professional team. Through crisis management information to promote the improvement of governance environment and the improvement of governance reliability and validity, finally realize the modernization of urban public crisis management mode.
