手机在政府应急信息发布中的应用研究

【摘要】：当前,我国正处于社会转型时期,各种突发事件频繁发生,这无疑给政府的应急管理能力带来了更为严峻的挑战。基于此,党的十八大报告提出“要加快形成源头治理、动态管理、应急处置相结合的社会管理机制”。而政府应急信息发布作为政府应急管理中的重要一环同样不容忽视。随着时代的变化,科学技术的日新月异,重大突发事件在信息发布的手段和形式上不断丰富。如今,手机已成为大众沟通和获取信息的重要工具之一,重大突发事件发生时,手机能迅速地成为信息传播的中心枢纽和舆论阵地,在政府应急信息发布中发挥着不容忽视的作用。因此,对手机在政府应急信息发布中的应用展开研究,具有重要的科学意义和实践指导作用,不仅有利于推动政府应急信息管理理论研究的深化与发展,而且有利于提升政府应急管理能力。文章包括三个主体部分,第一部分对政府应急信息手机发布的基本认知进行了简单的梳理,总结了基于信息的服务、基于移动互联网的服务、手机电视、手机广播和手机报五种手机的应用服务形式;以手机的特点契合于突发事件信息发布的要求为逻辑主线论证了政府应急信息手机发布的必要性;并从资金政策、手机用户群、通信基础设施、软硬件技术发展四个层面分析了政府应急信息手机发布的可行性。第二部分在基本认知的基础上对手机在我国政府应急信息发布中应用的现状展开了研究,首先介绍了我国政府应急信息手机发布的成功经验,同时也指出了存在的相关问题,如政策法规滞后、监管存在局限、信息发布易受到干扰、发布形式比较单一、存在技术瓶颈等。第三部分则针对我国政府应急信息手机发布所存在的问题从加强政府的规范管理、营造良好的媒体生态环境、培养公众的自觉性三个不同的角度入手提出了针对性的对策和建议。
[Abstract]:At present, our country is in the period of social transformation, all kinds of emergencies occur frequently, which undoubtedly brings more severe challenges to the government's ability of emergency management. Based on this, the report of the 18th National Congress of the Communist Party of China (CPC) put forward that "it is necessary to accelerate the formation of a social management mechanism combining source management, dynamic management and emergency management". As an important part of government emergency management, the issue of government emergency information should not be ignored. With the change of the times and the rapid development of science and technology, the means and forms of information release are becoming more and more abundant. Nowadays, mobile phones have become one of the most important tools for the public to communicate and obtain information. When major emergencies occur, mobile phones can quickly become the central hub of information dissemination and the position of public opinion. In the government emergency information release plays an important role. Therefore, the research on the application of mobile phone in the government emergency information release has important scientific significance and practical guidance, which is not only conducive to the deepening and development of the theoretical research of government emergency information management. Moreover, it is helpful to improve the ability of government emergency management. The article includes three main parts. The first part simply combs the basic cognition of the government emergency information mobile phone release, summarizes the service based on information, the service based on mobile internet, the mobile TV, Mobile phone broadcasting and mobile phone newspaper five forms of mobile phone application service; with the characteristics of mobile phones in line with the requirements of information release for emergencies as the logical main line, the necessity of issuing government emergency information mobile phones is demonstrated; and from the perspective of funding policies, mobile phone users, Communication infrastructure, software and hardware technology development four levels of analysis of the government emergency information mobile phone release feasibility. In the second part, on the basis of basic cognition, the present situation of the application of mobile phone in the government emergency information release is studied. Firstly, the successful experience of the government emergency information mobile phone release is introduced, and the related problems are also pointed out. For example, policies and regulations lag behind, there are limitations in supervision, information release is easy to be interfered, the form of publication is relatively single, there are technical bottlenecks and so on. The third part aims at the problems existing in the issue of emergency information mobile phone in our country, from strengthening the standard management of the government and creating a good media ecological environment. The author puts forward some countermeasures and suggestions from three different angles to cultivate public consciousness.
