微博传播突发事件信息与网络舆论调控研究

【摘要】:随着社会经济持续稳固发展和信息技术的不断创新,特别是依托互联网技术的自媒体发展如火如荼,突破了人与人之间信息交流时空界限的突破。特别是后起新秀微博的出现让人们又一次惊叹互联网技术进步之快,将“媒介即人的延伸”演绎的淋漓尽致。社会经济尽管不断向前发展,突发灾害性事件不可避免正在威胁着人类取得的进步与成果。上海地铁事故、甬温动车事故、雅安地震、云南昭通地震等一系列突发事件在对人类生命与生活构成威胁的同时,也是对政府应对突发事件的应急机制和媒体的舆论策略的一大挑战。 微博自身的属性与突发事件天然契合更是爆发出强大的舆论传播力,,成为突发事件的舆论中心,对突发事件舆论走向乃至解决都产生重要的影响。本文通过分析微博在突发事件传播中扮演的角色,得出其是突发事件中的信息传递的资讯平台和舆论引导平台。微博与生俱来的优势,一跃使其成为突发事件传播的强大舆论载体,同时,对于引导突发事件中的舆论导向与推动事件朝着积极的态势解决也起着至关重要的作用。微博的出现,使传统媒体对突发事件报道一统天下的格局告终,接受新媒介挑战的同时,更是传统媒体自身进行变革的大好时机。当然,微博作为异军突起的新秀,仍在不断的成长之中,不可避免会有一些缺陷与不足。微博展现着前所未有的开放空间、即时性传播病毒式扩散、“把关人”缺失、网民群体的“议程设置”等问题并存,对于突发事件中的信息监管及舆论引导都带来前所未有的挑战。 所谓微博“不微”,微博背后所凝聚的舆论传播力是不容忽视的。未来微博在突发事件传播中将会传递更多的声音,凝聚更多的力量,将微博与生俱来的优势发挥极致。突发事件爆发之际,如何进行合理有效的舆论调控的确是一道难题。媒体机构希望第一时间报道事件真相,披露事件的阴暗视角;而政府部门更多时候更加注重自身形象而一再拖延或是遮蔽某些事实;当然作为公众有着自身对于突发事件的看法很多时候对于政府或是媒体的认知也大为不同。这是当前网络舆论调控中不可回避的棘手难题,政府、媒体、公众见的利益分歧,需要我们重新审视突发事件舆论引导理念与策略以促进突发事件态势朝积极方向发展。
[Abstract]:With the steady development of social economy and the continuous innovation of information technology, especially the development of self-media relying on Internet technology, it has broken through the time-space boundary of information exchange between people. In particular, the emergence of Weibo, a rising star, once again marvels at the rapid progress of Internet technology, and deduces "Media is the extension of Man" incisively and vividly. Despite the continuous development of social economy, sudden disastrous events are inevitably threatening the progress and achievements of mankind. A series of emergencies such as the Shanghai subway accident, the Yongwen train accident, the Ya'an earthquake, and the Zhaotong earthquake in Yunnan pose a threat to human life and life at the same time. It is also a challenge to the government's emergency response mechanism and the media's public opinion strategy. The nature of Weibo and the nature of the emergency is a strong communication power of public opinion, become the center of public opinion of emergencies, which has an important impact on the trend of public opinion and even on the solution of emergencies. By analyzing the role of Weibo in emergency communication, this paper concludes that Weibo is the information platform and public opinion guidance platform for information transmission in emergencies. The inherent advantage of Weibo makes it become a powerful carrier of public opinion for the spread of unexpected events. At the same time, it plays an important role in guiding the guidance of public opinion in emergencies and promoting the resolution of events toward a positive situation. With the appearance of Weibo, the traditional media has ended the situation of dominating the world over the emergency reports. At the same time, it is also a good opportunity for the traditional media to carry out the reform while accepting the challenge of the new media. Of course, Weibo as a new emerging talent, is still growing, inevitably there will be some defects and deficiencies. Weibo shows unprecedented open space, instant spread of virus, lack of "gatekeepers" and "agenda setting" of Internet users. Information supervision and public opinion guidance in emergencies bring unprecedented challenges. So-called Weibo, Weibo behind the aggregation of public opinion is not to be ignored. In the future, Weibo will transmit more voices, gather more power and bring the inherent advantages of Weibo into full play. How to carry out reasonable and effective public opinion regulation is indeed a difficult problem when the emergency broke out. Media organizations want to report the truth of the incident in the first place, disclosing the dark perspective of the incident, while government departments pay more attention to their own image and procrastinate or obscure certain facts. Of course, as the public has its own views on emergencies, often the perception of the government or the media is also very different. This is a difficult problem that can not be avoided in the current network public opinion control. The interests of the government, the media and the public are different, so we need to re-examine the idea and strategy of the public opinion guidance of the emergency to promote the emergency situation to develop in a positive direction.
