大都市社会转型与政府治理协同化——一个分析框架

【摘要】：政府治理协同化是社会转型对政府治理的内在要求。当前,大都市社会正在从传统的外延型增长模式向内涵型发展模式转型。适应并推进大都市社会转型离不开政府治理的协同化。然而,在实践中,当前大都市政府治理协同化还受到一些障碍因素的制约,具体表现为政府系统的内部协同不足、外部协同不足和内外结构性协同不足等方面。应当从理念塑造、组织再造、利益平衡和制度建设等方面系统性地采取有效措施,积极推进政府治理的协同化,从而有效适应并推动大都市社会转型。
[Abstract]:The coordination of government governance is the inherent requirement of social transformation to government governance. At present, the metropolitan society is transforming from the traditional epitaxial growth model to the connotative development model. To adapt and promote the transformation of metropolitan society can not be separated from the coordination of government governance. However, in practice, the coordination of metropolitan government governance is restricted by some obstacles, such as insufficient internal coordination, insufficient external coordination and insufficient internal and external structural coordination. Effective measures should be taken systematically from the aspects of idea shaping, organization reengineering, benefit balance and system construction, so as to actively promote the coordination of government governance, so as to effectively adapt to and promote the transformation of metropolitan society.
