基层政府网络舆情控制困境及其对策研究

【摘要】：新形势下,以互联网为代表的新媒体带来了舆论和利益表达的新时代。网络舆情作为一种新生的巨大舆论力量,在应对突发事件中的作用将随着互联网的日益普及变得更加重要。舆论引导工作关系国家安全和社会稳定,关系党和人民事业的兴衰成败,也是政府自身建设的一个重要方面。对于政府来说,舆情处理得当,不仅能化解危机,还能提升政府形象;相反,如果处置不当,不但可能造成负面影响,严重时甚至会影响社会和谐稳定。在国内外形势严峻复杂的局面下,提升基层政府网络舆情控制能力显得迫在眉睫。当前,就基层政府网络舆情应对现状而言,大多数基层政府已具备相应的应对意识,但在应对的能力、体制、方式等方面还存在一定局限。本文介绍了网络舆情经典传播模型,基于元胞自动机模型对网络舆情的传播模型进行了分析,并结合模糊理论对舆情传播过程中个体的演变规律进行仿真验证。在理论分析的基础上,以萍乡市芦溪县为例,研究了基层政府网络舆情控制现状及困境,主要从主体困境、制度困境、方式困境和技术困境四个层面进行了分析。通过对基层政府尤其是县、乡镇政府网络舆情应对的案例分析,结合传播模型分析,我们总结出基层政府舆情控制上存在的一些共性问题,并结合实际就问题的解决从多角度、多学科提出了自己的思考、建议和对策,第一,强化主体建设,提高思想认识和能力水平。第二,强化制度建设,构建舆情监控长效机制。第三,转变应对方式,提升网络舆情化解能力。第四,创新控制技术,优化舆情治理体系。
[Abstract]:Under the new situation, the new media, represented by the Internet, has brought a new era of public opinion and interest expression. As a new great power of public opinion, the role of network public opinion will become more and more important with the increasing popularity of the Internet. The guidance of public opinion has a bearing on national security and social stability, on the success or failure of the cause of the Party and the people, and on an important aspect of the government's own construction. For the government, the proper handling of public opinion can not only resolve the crisis, but also improve the image of the government; on the other hand, if handled improperly, it may not only cause negative effects, but also affect social harmony and stability seriously. Under the serious and complicated situation at home and abroad, it is urgent to improve the control ability of network public opinion of grass-roots government. At present, as far as the current situation of network public opinion of grass-roots government is concerned, most grass-roots governments already have the corresponding response consciousness, but there are still some limitations in the ability, system and way of coping. This paper introduces the classical communication model of network public opinion, analyzes the transmission model of network public opinion based on cellular automata model, and simulates the evolution law of individual in the process of public opinion transmission with fuzzy theory. On the basis of theoretical analysis, taking Luxi County of Pingxiang City as an example, this paper studies the current situation and predicament of network public opinion control of grass-roots government, mainly from four aspects: main body dilemma, system dilemma, mode dilemma and technical dilemma. Through the case analysis of the network public opinion response of grass-roots government, especially county, township government, combined with the analysis of communication model, we sum up some common problems existing in the control of grass-roots government public opinion, and combine with the practice to solve the problem from many angles. The author puts forward his own thinking, suggestions and countermeasures. First, strengthen the construction of the subject and improve the level of ideological understanding and ability. Second, strengthen the system construction and build a long-term mechanism for monitoring public opinion. Third, change the coping style and improve the ability of resolving network public opinion. Fourth, innovation control technology, optimize public opinion governance system.
