广东城市合作治理体系建设中的非政府组织培育机制创新

【摘要】：中共十六届四中全会提出建立健全“党委领导、政府负责、社会协同、公众参与”的社会管理格局,中共十八届三中全会正式提出了创新社会治理体制的问题,要求建立政府、市场、社会的互动机制和公众参与机制-即城市合作治理体系,而非政府组织的培育机制更是合作治理体系建设的基石。作为城市化进程最快的几个省份之一,广东在城市合作治理中面临的巨大挑战,非政府组织在培育机制上存在诸如管理不科学、政策不完整、路径不完善、体制不清晰等问题。本文通过运用公共产品理论、合作治理理论和公民社会理论,对广东城市合作治理体系建设中非政府组织培育机制的现状进行研究,分析其培育机制存在的问题,并尝试性的从培育政策、培育路径和管理制度等三个方面提出相关建议,为进一步完善广东非政府组织培育机制和构建符合广东特色的城市合作治理体系建言献策。具体内容如下:通过研究非政府组织培育机制创新的背景,分析非政府组织培育机制在社会发展中的重要作用。通过整理近年来广东省政府促进非政府组织发展的政策和措施,分析广东非政府组织培育机制的现状及存在的问题。通过列举美国、德国、英国三国及上海、南京和云南三个省市地区培育非政府组织方法和模式,为广东非政府组织培育机制的创新提供经验借鉴。从创新培育政策(包括财政政策、行政政策、人才政策);创新管理体制(包括绩效评估体系、对等交流平台、社会保障体系);创新培育路径(包括非政府组织孵化基地、一体化的监管体系、逆向的社会自生体系)三个方面构建并创新广东非政府组织的培育机制。最后对本文的研究进行总结,同时依据已有的研究和构思,对非政府组织的培育机制创新提出展望。
[Abstract]:The fourth Plenary session of the 16th Central Committee of the Communist Party of China proposed the establishment and improvement of the social management pattern of "Party committee leadership, government responsibility, social coordination, and public participation." the third Plenary session of the 18th CPC Central Committee formally raised the question of innovating the social governance system and called for the establishment of a government. Market, social interaction mechanism and public participation mechanism, that is, urban cooperative governance system, while non-governmental organization cultivation mechanism is the cornerstone of cooperative governance system construction. As one of the fastest provinces in urbanization, Guangdong faces great challenges in urban cooperative governance. There are some problems in the cultivation mechanism of NGOs, such as unscientific management, incomplete policy, imperfect path, unclear system and so on. Through the use of public product theory, cooperative governance theory and civil society theory, this paper studies the current situation of the construction of non-governmental organization cultivation mechanism in Guangdong urban cooperative governance system, and analyzes the problems existing in its cultivation mechanism. And try to put forward the relevant suggestions from three aspects of cultivation policy, cultivation path and management system, to further improve the cultivation mechanism of non-governmental organizations in Guangdong and to build a cooperative governance system in accordance with the characteristics of Guangdong. The main contents are as follows: through studying the background of NGO cultivation mechanism innovation, this paper analyzes the important role of NGO nurturing mechanism in social development. Through sorting out the policies and measures of Guangdong Provincial Government to promote the development of non-governmental organizations in recent years, this paper analyzes the present situation and existing problems of the cultivation mechanism of non-governmental organizations in Guangdong Province. By enumerating the methods and models of cultivating NGOs in America, Germany, Britain, Shanghai, Nanjing and Yunnan, this paper provides experience for the innovation of NGO cultivation mechanism in Guangdong. From innovation cultivation policies (including fiscal policy, administrative policy, talent policy); innovation management system (including performance evaluation system, peer-to-peer communication platform, social security system); innovation cultivation path (including non-governmental organization incubating base, etc.), Integration of supervision system, reverse social system) three aspects of the construction and innovation of non-governmental organizations in Guangdong cultivation mechanism. Finally, this paper summarizes the research, and according to the existing research and ideas, puts forward the prospects for the innovation of NGO cultivation mechanism.
