我国中心城市公共交通突发事件预警问题研究

【摘要】：随着改革开放以来我国城市化建设取得长足发展,国家中心城市的规划和建设得到了越来越多的关注。随着中心城市的发展,其配套公共设施日臻完善,我国中心城市公共交通得到了迅速发展,给人民生活带来了极大便利。公共交通是城市系统运行这个有机体的重要一环,中心城市公共交通的运行是否顺畅不仅直接影响到城市其他各个系统功能的发挥,还会影响中心城市发挥其对周边城市的辐射带动作用。而频繁发生的城市公共交通突发事件对社会产生的巨大负面影响,在威胁人民生命财产安全的同时,还会阻碍中心城市经济发展和社会和谐。加强公共交通突发事件应急管理,是政府及其相关部门加强社会管理的重要职责,更是政府确保城市公共交通安全的关键措施。针对城市公共交通突发事件我国政府出台了一系列的政策和措施,但是这些措施和政策大多重视突发事件发生后的应急处理,忽略突发事件预警防范,常常会造成一些不必要的损失。因此,研究我国中心城市公共交通突发事件预警势在必行。通过及时启动预警机制,采取预警措施可以预防公共交通突发事件的发生,防止人员伤亡和财产损失;在突发事件已经发生时,控制突发事件发生的范围,减少损失避免事件影响扩大。本文从公共管理学的角度出发,根据危机管理的相关理论,采用文献分析法、案例研究法等研究方法,对我国中心城市公共交通突发事件预警问题进行研究。通过对城市公共交通突发事件进行分类,结合目前专家和学者对我国城市公共交通突发事件预警的研究,分析我国中心城市公共交通突发事件预警出现的问题,主要从预警组织、信息监测、应急预案和预警技术方面进行原因和对策分析。努力使我国在城市公共交通突发事件实践层面有所提升,同时加强中心城市公共交通突发事件的预警能力,能更周密和专业地进行事前控制和事后紧急处置,更好地维护道路交通安全,确保中心城市的发展,保障人民生命财产安全和社会安全、稳定。
[Abstract]:With the rapid development of urbanization in China since the reform and opening up, more and more attention has been paid to the planning and construction of national central cities. With the development of the central city and the improvement of its supporting public facilities, the public transportation of the central city in our country has been developed rapidly, which brings great convenience to the people's life. Public transportation is an important part of the organism of urban system operation. The smooth operation of central city public transportation not only directly affects the function of other urban systems. It will also affect the central city to play its role in promoting the radiation of surrounding cities. The frequent urban public traffic emergencies have a huge negative impact on the society, which not only threatens the safety of people's lives and property, but also hinders the economic development and social harmony in central cities. To strengthen the emergency management of public transport emergencies is an important responsibility of the government and its related departments to strengthen social management, and is also a key measure for the government to ensure the safety of urban public transport. Our government has issued a series of policies and measures for urban public transport emergencies. However, most of these measures and policies attach importance to the emergency treatment after emergencies, ignoring the early warning and prevention of emergencies. It often causes unnecessary losses. Therefore, it is imperative to study the early warning of public transportation emergencies in central cities of our country. Through the timely activation of the early warning mechanism, early warning measures can be taken to prevent the occurrence of public transport emergencies, to prevent casualties and property losses, and to control the scope of emergencies when they have already occurred. Reduce losses and avoid the impact of events. From the perspective of public management, according to the theory of crisis management, this paper studies the early warning of public transportation emergencies in central cities of China by the methods of literature analysis, case study and so on. Based on the classification of urban public transport emergencies and the current research of experts and scholars on urban public transport emergencies early warning, this paper analyzes the problems of public transport emergencies early warning in central cities of our country. The causes and countermeasures are analyzed from the aspects of early warning organization, information monitoring, emergency plan and early warning technology. Efforts will be made to improve the practice of urban public transport emergencies in China, and to strengthen the early-warning capability of public transport emergencies in central cities, so as to be able to carry out more thorough and professional pre-control and post-emergency treatment. Better maintain road traffic safety, ensure the development of central cities, ensure the safety of people's lives and property and social security, stability.
