基层政府职能转变中的异化现象及其治理对策研究

【摘要】：本文以基层政府职能转变过程中的异化现象作为研究对象,将基层政府职能转变置于转型时期背景下,首先在前人研究的基础上,对基层政府在其职能转变过程中的异化现象的若干项突出表现进行了分析,之后对基层政府职能异化现象从人民主权理论、党的宗旨理论以及治理理论等角度进行了多维的透视,并阐述了这种异化现象所带来的不良影响,主要表现在基层政府公信力下降,弱化基层政府公共服务职能,不利于干群关系和谐等。本文对这种异化现象的原因从理念、体制、机制等三方面进行了分析,认为政绩观的变异、压力型的政府体制,民意表达机制、权力监督机制、和民主协商机制的不完善以及财权事权的失衡共同构成了这种异化现象。最后,针对这种异化现象的三方面原因,本文从转变治理理念,完善政府治理体制与机制,以及转变政府职能三方面给出了解决策略,通过结合和分析他国在政府转型过程的同期对比,得出更好的基层政府治理和发展方式,以促进基层政府职能更好地履行和我国基层民主自治更好地发展。
[Abstract]:This article regards the alienation phenomenon in the process of the transformation of the grass-roots government function as the research object, puts the transformation of the grass-roots government function under the background of the transition period, first of all, on the basis of the previous research, This paper analyzes several prominent manifestations of alienation phenomenon of grass-roots government in the process of its function transformation, and then analyzes the alienation phenomenon of grass-roots government function from the theory of people's sovereignty. The party's tenet theory and governance theory have carried on the multidimensional perspective, and elaborated this kind of dissimilation phenomenon to bring the bad influence, mainly manifested in the grass-roots government public service function which the credibility decline, weakens the grass-roots government public service function, Is not conducive to harmonious relations between cadres and the masses, etc. This paper analyzes the causes of this alienation from three aspects: idea, system and mechanism, and points out that the variation of political achievement view, the pressure-type government system, the mechanism of public opinion expression, the mechanism of power supervision, etc. The imperfection of democratic consultation mechanism and the imbalance of financial power and power constitute this kind of alienation. Finally, aiming at the three reasons of this kind of alienation, this paper puts forward the solution strategy from three aspects: changing the concept of governance, perfecting the system and mechanism of government governance, and transforming the function of government. By combining and analyzing the corresponding comparison of other countries in the process of government transformation, a better governance and development mode of grass-roots government is obtained in order to promote the better performance of the functions of grass-roots government and the better development of democratic autonomy at the grass-roots level in our country.
