昆明市少数民族流动人口管理与服务问题研究

【摘要】：云南是我国少数民族人口聚居大省,昆明是云南的省会城市,是云南政治、经济、文化发展的中心。近年来,随着少数民族人口数量的增多和城市化建设的加快,山区农村大量的富余少数民族劳动力在经济的诱因下,离开原住地走向昆明,成为昆明少数民族流动人口。这些流动人口以青壮年为主,普遍受教育程度不高,随着流动人口规模的不断扩大,给昆明市民族工作和社会管理带来了一系列问题,诸如社会治安,环境卫生,公共资源紧张,少数民族流动人口城市归属感问题,人户分离问题,就业求学等问题。面对这些社会现实问题,由于少数民族自身问题,管理理念滞后,且管理难度大以及相关法律法规不健全和不完善,致使昆明市少数民族流动人口管理存在管理主体分化,共治局面难以开展,管理协调机制薄弱和公共服务能力不足等问题。 针对上述问题的解决需要进一步加强对少数民族流动人口的管理,具体而言,我们要树立科学的管理理念,健全和完善少数民族流动人口基本公共服务体系,建立少数民族流动人口管理服务平台,携手社会力量对少数民族流动人口共同进行管理与帮扶以及完善少数民族流动人口管理相关法律法规等。 当然,本文仅是从新公共管理理论和从地方治理理论的视角出发,尝试对现有的少数民族流动人口基本现状及影响、存在的管理问题进行阐述和分析,在此基础上,提出加强完善昆明市少数民族流动人口管理工作的对策。若是能够起到一定的实效,即是对笔者的最大宽慰。
[Abstract]:Yunnan is a province with a large population of ethnic minorities. Kunming is the capital city of Yunnan and the center of political, economic and cultural development in Yunnan. In recent years, with the increase of minority population and the acceleration of urbanization, a large number of surplus minority labor force in mountainous areas left their original residence to Kunming and became the floating population of Kunming minority under the economic inducement. The floating population is mainly young and middle-aged, but generally not highly educated. With the continuous expansion of the floating population, it has brought a series of problems to the national work and social management in Kunming, such as social security and environmental hygiene. Shortage of public resources, urban belonging of minority floating population, separation of population and household, employment and study, etc. In the face of these social problems, due to the problems of minorities themselves, the lag of management idea, and the difficulty of management, and the imperfect and imperfect laws and regulations, the management of minority floating population in Kunming has been divided. Co-management is difficult to carry out, management coordination mechanism is weak and public service capacity is insufficient. To solve the above problems, we need to further strengthen the management of the minority floating population. In particular, we should establish a scientific management concept and improve and perfect the basic public service system for the minority floating population. Establish the management service platform of minority floating population, work together with social forces to manage and help the minority floating population, and improve the laws and regulations related to the management of minority floating population, etc. Of course, from the perspective of the new public management theory and the local governance theory, this paper tries to expound and analyze the basic status and influence of the existing minority floating population and the existing management problems, on the basis of which, The countermeasures to improve the management of minority floating population in Kunming are put forward. If can play a certain effect, that is, the greatest relief to the author.
