我国公务员考试录用制度的创新性研究

【摘要】:众所周知,公务员考试录用制度是我国公务员制度的重要组成部分,对于我们国家的公务员队伍建设具有十分重要的影响。一个健全有效的公务员考试录用制度,有利于国家选拔符合职位要求的优秀人才,提高政府的行政效率。目前历经多年的探索和发展,我国公务员考试录用制度建设工作取得了令人欣慰的成绩,朝着法治化、科学化、现代化的正确方向前进。但是,需要注意的是,我们公务员考试录用制度实际运行中仍然存在着一些问题,值得我们认真面对和反思。因此,认真分析和研究我国公务员考试录用制度,并提出一系列富有成效的改进措施,对于我国整个公务员制度的改革创新具有十分重要的意义。本论文从管理学方面的相关理论分析入手,对我国公务员考试录用制度的理论基础进行了简要概述。接着在论述当前我国公务员考试录用制度运行中存在的问题时,着重从法律体系保障的缺失、技术层面的缺失、监督约束机制的缺失、评估反馈机制的缺失四个方面进行了系统阐述。最后,结合我国的公务员考试录用工作的实际,根据上述存在的四个方面的问题,依次提出富有针对性的对策和创新性建议。
[Abstract]:As we all know, the civil servant examination and employment system is an important part of our civil service system, which has a very important impact on the construction of our country's civil servants. A sound and effective examination and employment system for civil servants is conducive to the selection of qualified personnel in accordance with the requirements of the post and the improvement of the administrative efficiency of the government. At present, after many years of exploration and development, the construction of civil servant examination and employment system in our country has made a gratifying achievement, moving towards the correct direction of rule by law, science and modernization. However, it should be noted that there are still some problems in the actual operation of our civil servant examination and recruitment system, which is worthy of our serious consideration and reflection. Therefore, it is of great significance for the reform and innovation of the whole civil service system to seriously analyze and study the examination and employment system of civil servants in our country and put forward a series of effective improvement measures. Starting with the theoretical analysis of management, this paper briefly summarizes the theoretical basis of the civil servant examination system in our country. Then, when discussing the problems existing in the operation of the examination and recruitment system for civil servants in our country, the author focuses on the lack of legal system protection, the lack of technical level and the lack of supervision and restraint mechanism. Four aspects of the lack of evaluation feedback mechanism are systematically described. Finally, according to the actual situation of examination and recruitment of civil servants in our country, according to the four problems mentioned above, this paper puts forward corresponding countermeasures and innovative suggestions in turn.
