大连市城乡虚假低保问题及对策研究

【摘要】：最低生活保障制度是我国社会救助体系中的基础性制度,被称为“最后一张安全网”。虚假低保是伴随着低保制度的建立发展而逐渐产生的,成为安全网上不安全的死结。本文着眼于大连市虚假低保问题的研究,旨在找到虚假低保寄生于低保制度下的渊源,找到解决虚假低保问题的办法,使最低生活保障制度恢复健康发展。本文在对国外社会福利制度的理论探索、国内低保创新的学术成果的研究基础上,通过针对虚假低保的表现形式设置调查问卷和展开访谈,对虚假低保不同表现形式在大连市城乡的发生概况加以认识,通过对调查问卷和访谈反映的问题加以分析,找出大连市虚假低保的成因,从而找到解决虚假低保问题的所需要注意的四个问题。针对这些问题,提出了提升立法层次和水平,改善行政管理效能,理顺动态管理脉络、健全监督体系等四点建议,从而全面改善低保运行环境,遏制虚假低保的发展。针对虚假低保的研究,旨在理清现有低保管理体制上一些尚不完善的脉络,为大连市低保制度的健康有序发展提供一定的参考,从而为更加有力的发挥大连市社会救助的积极作用提供一定的帮助。
[Abstract]:The minimum living security system is the basic system in the social assistance system of our country, which is called "the last safety net". With the establishment and development of the minimum living allowance system, the false minimum living standard has become an unsafe knot on the safe net. This paper focuses on the study of the problem of false minimum living allowance in Dalian. It aims at finding the origin of the spurious minimum living security system, finding a solution to the problem of false minimum living guarantee, and making the minimum living security system develop healthily. On the basis of the theoretical exploration of foreign social welfare system and the academic achievements of domestic minimum security innovation, this paper sets a questionnaire and carries out interviews on the manifestation of false minimum security. To understand the occurrence of false minimum living standard in Dalian city and countryside, and to find out the causes of false minimum living guarantee by analyzing the problems reflected in questionnaire and interview. In order to solve the problem of false minimum security need to pay attention to four problems. Aiming at these problems, four suggestions are put forward to improve the level and level of legislation, to improve the efficiency of administration, to straighten out the dynamic management context and to perfect the supervision system, so as to improve the operating environment of minimum living standard and curb the development of false minimum living standard. The purpose of this study is to clear up some imperfections in the existing minimum security management system, and to provide a certain reference for the healthy and orderly development of the minimum living security system in Dalian. In order to give full play to the positive role of social assistance in Dalian City to provide some help.
