基于克服信息孤岛现象的电子政务流程优化研究

【摘要】：电子政务极大地拓展了现代公共服务型政府的发展空间。由于我国电子政务发展的起点较低,无论是在硬件还是在软件上的基础设施建设相比西方发达国家来说都比较薄弱,其中电子政务实践过程中突显的“信息孤岛”问题已成为制约我国电子政务建设与发展的重要瓶颈之一。本文界定了“信息孤岛”内涵,论证了克服“信息孤岛”和电子政务流程优化的良性互动关系;指出“信息孤岛”表现为数据孤岛、系统孤岛、业务孤岛、管控孤岛和资源孤岛等具体现象,并从政府自身、府际之间和政府以外三方面分析了“信息孤岛”产生的原因,包括硬件与软件失衡、网络与数据失衡、眼前实用与系统远景失衡、法规制度不健全、信息流通不畅、利益分配不均、观念滞后、体制障碍、未建立统一的标准和未形成多方利益平衡等。分析了“信息孤岛”对电子政务流程优化的危害,总结借鉴了国外典型国家在克服“信息孤岛”现象的经验。在此基础上重点探讨了我国克服“信息孤岛”现象优化电子政务流程的途径,设计了“信息孤岛”优化电子政务流程的总体路线,并提出了加强电子政务信息公开化立法、完善电子政务标准体系、整合电子政务信息资源、开展电子政务绩效评估和推进电子政务生态系统平衡等对策建议。
[Abstract]:E-government has greatly expanded the development space of modern public service-oriented government. As the starting point for the development of e-government in China is relatively low, the infrastructure construction in both hardware and software is relatively weak compared with the developed countries in the West. In the process of E-government practice, the problem of "information island" has become one of the most important bottlenecks restricting the construction and development of e-government in China. This paper defines the connotation of "information isolated island", demonstrates the positive interaction relationship between overcoming "information isolated island" and E-government process optimization, and points out that "information isolated island" is represented by data island, system island, business island, etc. Control and control of isolated island and resource isolated island, and analyze the causes of "information island" from three aspects of government itself, between government and outside government, including hardware and software imbalance, network and data imbalance. The present practical and systematic perspective is out of balance, the legal system is not perfect, the information flow is not smooth, the benefit distribution is uneven, the idea is lagging behind, the system is obstructed, the unified standard has not been established and the multi-party benefit balance has not been formed. This paper analyzes the harm of "information isolated island" to the process optimization of e-government, and sums up the experiences of typical foreign countries in overcoming the phenomenon of "information isolated island". On this basis, the paper mainly discusses the ways to optimize the e-government process by overcoming the phenomenon of "information isolated island" in China, designs the overall route of "information isolated island" to optimize the e-government process, and puts forward the legislation to strengthen the publicity of e-government information. Improve the standard system of e-government, integrate the information resources of e-government, carry out e-government performance evaluation and promote the balance of e-government ecosystem.
