农村生活垃圾治理中的公共服务供给研究

【摘要】：公共服务是公共产品的一部分,是以服务形式存在的公共产品。公共服务具有非竞争性非排他性的特点,并且政府是公共服务供给的重要主体之一,而政府在公共服务供给上由于本身惰性的存在往往会产生低效率的问题。在“清洁乡村”的号召下,广大农村地区开始了对农村生活垃圾的治理,但是却难以达到预期目标实现高效治理。其反映出的是农村垃圾治理中公共服务供给的落后。为了使农村生活垃圾治理获得更优质的公共服务,有必要对目前我国农村垃圾处理中的公共服务供给相关内容进行研究。本文以农村垃圾治理公共服务供给为研究对象,在广西开展了对12个村庄的调研,了解其公共服务供给情况,在调研中发现,目前我国农村垃圾治理中,存在着公共服务供给量不足、无法满足农村实际需要的情况,且其供给模式仍以政府供给为主导、村民对公共服务的需求表达机制也没有建立起来。在调研的基础上分析产生问题的原因,提出改进策略。应当加大投入,要创新国家公共财政的投入方式；实现政府为主导的同时,要鼓励市场和村集体参与供给；制定合理政策,优化垃圾治理中所需公共服务的供给环境等。以提高农村生活垃圾治理中的公共服务供给质量和效率。
[Abstract]:Public service is a part of public goods, which exists in the form of service. The public service is non-competitive and non-exclusive, and the government is one of the main bodies of the public service supply, and the government in the public service supply often has the problem of inefficiency because of its inertia. Under the call of "clean countryside", the vast rural areas began to treat the rural domestic waste, but it is difficult to achieve the expected goal to achieve efficient treatment. It reflects the backwardness of the supply of public services in rural garbage management. In order to get better public service for rural domestic waste treatment, it is necessary to study the relevant contents of public service supply in rural garbage treatment in our country. This paper takes the rural garbage management public service supply as the research object, has carried on the investigation to the 12 villages in Guangxi, understood its public service supply situation, in the investigation discovered, at present in our country countryside garbage treatment, There is insufficient supply of public services to meet the actual needs of rural areas, and its supply mode is still dominated by the government, the villagers' demand for public service expression mechanism has not been established. On the basis of investigation, the causes of the problems are analyzed, and the improvement strategies are put forward. We should increase investment, innovate the input mode of national public finance, realize the government leading, encourage the market and village collective participation in supply, formulate reasonable policy, optimize the supply environment of public service needed in garbage treatment, and so on. In order to improve the quality and efficiency of the supply of public services in the treatment of rural domestic waste.
