大数据:风险社会公共安全治理的新思维与新技术

【摘要】：当前我国正处于风险高发的社会。风险社会中我国公共安全问题呈现集中爆发性、复杂广泛性和危害严重性的特点,公共安全治理面临重应急处置轻风险治理、安全意识淡漠、治理主体单一以及治理技术落后和能力低的困境。当前兴起的大数据革命为我国风险社会公共安全治理带来了新思维和新技术。大数据思维将风险治理作为公共安全治理的逻辑起点,遵循正向思维全流程治理模式,重视科技话语,重塑治理机制,实现公共安全治理的多元协同和科学化。大数据技术为公共安全治理提供强大的数据信息基础支撑、工具能力支撑和技术平台支撑。
[Abstract]:At present, our country is in a society with high risk. In the risk society, the public safety problem in our country is characterized by centralization, complexity and severity. The public safety governance is facing the difficulties of dealing with the emergency treatment, the light risk management, the indifference of security consciousness, the single governance subject and the backward and low ability of management technology. The big data revolution has brought new thinking and new technology for the public safety management of risk society in China. Big data thinking takes risk management as the logical starting point of public security governance, follows the full process management model of positive thinking, attaches importance to scientific and technological discourse, reshape governance mechanism, and realizes the multi synergy and scientization of public security governance. Technology provides strong data and information support for public safety management, tool support and technical platform support.
