我国城市殡葬业管理问题研究

【摘要】：殡葬历来是社会的一个窗口、一面镜子。通过它,我们可以感受到一个时代脉搏的跳动、一个社会的文明与进步,窥视到一个国家与民族的兴衰荣辱。值得注意的是,近年来我国城市殡葬业中出现高暴利现象,甚至位居当今十大暴利行业之首。由于殡葬行业自身的特殊性,殡葬业与生俱来的具有人本性、公益性及垄断性特征,然而当前城市殡葬业的暴利性与其公益性相悖,由于这个行业是个涉及千家万户,涉及每个人,涉及公共利益的行业,这就需要我们全面了解我国城市殡葬业的现状、问题及原因,提出切实可行的措施解决当前城市殡葬业存在的问题,确保殡葬业的公益性。我国的殡葬业市场的规范化管理起步晚,这就需要我们借鉴国外的成功经验,为我国殡葬业的持续健康发展提供发展思路。本文主要分为五部分就我国殡葬业的概念、现状、成就、问题、原因作了探索性研究,并提出对策。第一部分主要介绍的是殡葬业的相关概念、特点及理论基础,为下一步了解殡葬业的现状、问题及原因奠定基础。第二部分主要介绍的当前我国城市殡葬业取得的成就、存在的问题及产生问题的主要原因。具体来说包括殡葬业的殡葬业法律法规不健全、殡葬业中的墓地买卖及搭售现象、运营中的政事不分问题、殡葬行业市场准入机制存在缺陷、殡葬价格体系严重缺失等问题。第三部分主要介绍了国外殡葬实践模式及对我国的启示,通过借鉴国外的成功经验为我国殡葬业的发展提供发展思路。第四部分主要介绍了我国城市殡葬业发展的对策,包括完善殡葬业法律法规、构建文明的殡葬文化、建立殡葬业长效机制、推广绿色文明的殡葬模式等措施,确保我国殡葬业持续健康发展。
[Abstract]:Funeral has always been a window of society, a mirror. Through it, we can feel the pulse of an era, the civilization and progress of a society, and see the rise and fall of a country and nation. It is worth noting that in recent years, the phenomenon of high profiteering appears in the city funeral industry in our country, and even ranks first among the top ten profiteering industries. Because of the particularity of the funeral industry itself, the funeral industry is born with the characteristics of human nature, public welfare and monopoly. However, the exorbitant profits of the present city funeral industry are contrary to its public welfare, because this industry is an industry involving thousands of families. It is necessary for us to fully understand the present situation, problems and reasons of the urban funeral industry in China, and put forward practical measures to solve the problems existing in the current urban funeral industry and ensure the public welfare of the funeral industry. The standardized management of the funeral industry market in our country started late, which requires us to draw lessons from the successful experience of foreign countries, and to provide the way of development for the sustained and healthy development of the funeral and interment industry in our country. This paper is divided into five parts: the concept, present situation, achievements, problems and causes of funeral industry in China, and the countermeasures are put forward. The first part mainly introduces the related concepts, characteristics and theoretical basis of the funeral industry, which lays a foundation for the next step to understand the present situation, problems and reasons of the funeral industry. The second part mainly introduces the achievements, the existing problems and the main causes of the current urban funeral industry in China. Specifically, it includes the imperfection of the laws and regulations of funeral industry, the phenomenon of graveyard buying and selling in funeral industry, the problems of administrative affairs in operation, the defects of market access mechanism of funeral industry, the serious absence of price system of funeral and interment, and so on. The third part mainly introduces the foreign funeral practice mode and its enlightenment to our country, and provides the development thought for the development of our country's funeral and interment industry by using the successful experience of foreign countries for reference. The fourth part mainly introduces the countermeasures of the development of the city funeral industry in our country, including perfecting the laws and regulations of the funeral industry, constructing the civilized funeral and interment culture, establishing the long-term mechanism of the funeral industry, popularizing the green civilized funeral mode and so on. To ensure the sustained and healthy development of the funeral industry in China.
