基于新公共服务理论的南京市国土资源局门户网站现状评估

【摘要】：国土资源部门的网站不但是政府部门向社会提供一些公共服务的重要窗口,也同时是广大用户同国土资源部门进行互动、交流的一个极为重要的平台。强化国土资源部门的网站建设,不仅可以持续提升国土资源部门的公共服务水平,政府决策方面的透明度和户网站建设公众参与度,而且可以提高土资源部门的公信力,为我国现阶段构建服务型的政府部门的有效路径之一。在西方发达国家建设这种政府门户网站已经形成了一些研究成果,但是,国内将新公共服务理论同门户网站建设具体融合的研究还非常少。本文以南京市国土资源门户网站现状评估和发展为研究内容,采用专家评估法对南京市国土资源局门户网站的发展现状进行了评估,在描述和分析南京市国土资源局门户网站建设基本情况的基础上,对南京市国土资源局门户网站建设存在问题和原因进行了分析;又通过调查问卷的形式了解公众对南京市国土资源局门户网站的需求和意见,最后对南京市国土资源局门户网站建设提出建设发展建议。建议认为应从加大网站的导航功能、业务预受理系统不仅支持企业,还需要支持个人、业务预受理系统用户审核支持在线提交证件照片功能、增加在线收件功能、各办事点的电子地图增加定位导航功能、增加土地证真伪查询、增加在线咨询服务等等。
[Abstract]:The website of the land and resources department is not only an important window for the government to provide some public services to the society, but also an extremely important platform for the interaction and exchange between the vast number of users and the land and resources departments. Strengthening the website construction of the land and resources departments can not only continuously enhance the public service level of the land and resources departments, transparency in government decision-making and public participation in the construction of household websites, but also enhance the credibility of the land and resources departments. It is one of the effective ways to construct the service-oriented government departments in our country at the present stage. In the western developed countries, the construction of this kind of government portal has formed some research results, but the domestic research of integrating the new public service theory with the construction of the portal is still very few. Based on the evaluation and development of Nanjing Land and Resources Portal, this paper uses the expert evaluation method to evaluate the present situation of Nanjing Land and Resources Bureau portal. On the basis of describing and analyzing the basic situation of the construction of the portal website of Nanjing Land and Resources Bureau, the problems and reasons of the construction of the portal website of Nanjing Land and Resources Bureau are analyzed. Through the form of questionnaire to understand the public needs and opinions of Nanjing Land and Resources Bureau portal website, finally put forward suggestions for the construction of Nanjing Land and Resources Bureau portal website construction. It is suggested that the navigation function of the website should be increased. The business pre-processing system not only supports enterprises, but also needs to support individuals. The users of the business pre-processing system audit and support the function of online submission of documents and photos, and increase the function of online receiving. The electronic map of each office increases the location navigation function, increases the land certificate authenticity inquiry, increases the online consultation service and so on.
