政策工具研究的过程论视角:优势、逻辑与框架

【摘要】：在政策工具研究形成的技术论、设计论和过程论三个流派中,技术论过于微观、发散,并且与其他研究领域重叠;设计论趋于抽象、复杂,与经验分析存在一定距离;过程论的优势在于,它是事实与规范结合最为均衡的视角,并且与政策过程论有着高度的契合性。对政策工具形成、运用、变迁的认识构成了理解政策工具全生命周期运转的逻辑基础。根据近年来政策工具理论的发展,结合对政策工具过程理论优势和逻辑基础的分析,可总结出政策工具议程、工具-制度变迁及政策工具创新三个过程论的主要分析框架,从而为推进政策工具研究提供参考。
[Abstract]:In the three schools of technology theory, design theory and process theory formed by the research of policy tools, the theory of technology is too micro, divergent and overlapped with other research fields, the design theory tends to be abstract, complex, and has a certain distance from empirical analysis. The advantage of process theory lies in that it is the most balanced angle of view of the combination of facts and norms, and has a high degree of agreement with policy process theory. The understanding of the formation, application and change of policy tools forms the logical basis of understanding the whole life cycle of policy tools. According to the development of policy tool theory in recent years, combined with the analysis of the advantages and logical basis of policy tool process theory, the paper concludes three main process frameworks of policy tool agenda, instrument-system change and policy tool innovation. So as to promote the study of policy tools to provide a reference.
