依势抗争——我国邻避运动抗争逻辑的一个解释框架

【摘要】：学术界鲜有针对我国邻避运动抗争逻辑的解释框架,而已有的立足于农民抗争问题提出的解释框架普遍解释力不足,通过案例研究发现,依势抗争框架可以深入解释我国邻避运动的抗争逻辑。所谓依势抗争是指民众依据情势进行抗争,具体来讲包括三方面内容:整体抗争形势解释了"为什么邻避运动中街头抗议已然成为常态",政府维稳态势解释了"为什么理性抗争成为民众的抗争策略",抗议过后局势以及政府与民众维稳共识的存在解释了"为什么存在抗争失败的情况,同时抗争失败与抗争成功的案例在抗争周期和抗争强度上差别不大"。上述三个方面恰恰是邻避运动抗争过程的三个不同发展阶段。
[Abstract]:The academic circles seldom have the explanation frame aiming at the logic of the resistance of the neighboring movement in our country, but the existing explanation frame which is based on the problem of the peasant resistance is generally lack of explanatory power, which is found through the case study. The framework of resistance according to the situation can deeply explain the resistance logic of the neighboring avoidance movement in our country. The so-called "fight according to the situation" means that the people fight in accordance with the situation. Specifically, it includes three aspects: the overall protest situation explains "why street protests have become the norm in the neighborhood movement", and the government stability explains "why rational protest has become the protest strategy of the public". Later, the situation and the existence of a consensus between the government and the public explained "why there was a failure in the struggle," At the same time, there is little difference in the cycle and intensity of the struggle between the failure of the struggle and the success of the struggle. The above three aspects are precisely three different stages of development of the resistance process of the neighboring avoidance movement.
