城市综合管理平台的设计与应用

【摘要】:目前,传统意义上的数字化城管建设主要包括监控网络建设、计算机网络建设、监控室建设和办公信息化建设,这些信息化手段有效提高了城管部门的管理效能。但随着城市化进程的逐步加快,城市管理的范围和内容不断扩大,对精细化管理、事件动态管理的要求越来越高,给城管部门带来的工作压力日益繁重,除了对辖区基础设施进行管理以外,更多的是对一些突发事件的处置。尤其是在城市管理动态事件的处置、城管队员文明执法的监督、城管工作的智能决策等新领域,传统的数字化城管建设已经不能满足需求。在新形势下,急需结合新的信息技术改进城市管理方式,进一步提升城市管理信息化建设水平。基于上述问题,在城市管理部门和科技部门的支持下进行了立项研究,目标是设计并研发城市综合管理平台,有效提升城管部门的管理和服务,并且能够通过综合管理平台为政府决策提供丰富的数据支持。本课题通过梳理城管工作的核心业务流程,利用信息技术的优势制定科学高效的信息化解决方案,建立一个“先进实用、安全可靠、灵活扩展”的城市综合管理平台,实现城管部门对城市管理工作的有效监管和高效管理。在前人的工作基础上,本课题的主要研究内容及创新有以下几个方面:(1)本课题将Windows桌面应用程序、手持终端应用程序以及地理信息系统进行有机融合,形成一套信息获取方便、信息流转顺畅、信息管理有效的综合管理平台,对城市管理工作提供集设施管理、事件处理、行为监管等多方面的信息化管理手段。(2)课题通过手持终端设备来进一步优化城市管理的业务流程,从过去对事件的被动处置转变为主动发现、及时上报、迅速处置。(3)为提高数字化城管的管理效能,本课题引入了地理信息系统,与数字化城管有机结合。工作人员在数字化城管中心能够通过地理信息系统定位辖区基础设置、获取监控探头视频画面、监测手持终端设备,全面掌握辖区基础设施情况和城管执法队员执法情况,根据掌握的第一手资料迅速作出决策。
[Abstract]:At present, the construction of digital urban management in the traditional sense mainly includes the construction of monitoring network, the construction of computer network, the construction of supervision room and the construction of office information. These information means effectively improve the management efficiency of urban management department. However, with the gradual acceleration of the urbanization process, the scope and content of urban management are constantly expanding, and the requirements for fine management and dynamic management of events are becoming more and more high, and the pressure on urban management departments is increasingly heavy. In addition to the area of infrastructure management, more is to deal with some emergencies. Especially in the new fields, such as the disposal of dynamic events of urban management, the supervision of urban management team members' civilized law enforcement, the intelligent decision-making of urban management work, the traditional digital urban management construction can no longer meet the demand. Under the new situation, it is urgent to improve the urban management mode with the new information technology, and to further enhance the level of urban management information construction. Based on the above problems, the project research is carried out with the support of the urban management department and the science and technology department. The goal is to design and develop a comprehensive urban management platform to effectively enhance the management and service of the urban management department. And can provide rich data support for government decision through integrated management platform. By combing the core business process of urban management, making use of the advantages of information technology to formulate a scientific and efficient information solution, and establishing a "advanced, practical, safe, reliable and flexible" urban comprehensive management platform. To realize the effective supervision and efficient management of urban management by urban management departments. On the basis of predecessors' work, the main research contents and innovations of this subject are as follows: (1) the Windows desktop application, handheld terminal application and geographic information system are organically fused to form a set of information access convenience. A comprehensive management platform for smooth information flow and effective information management, providing integrated facilities management and event handling for urban management, Behavior supervision and other aspects of information management means. (2) the project through handheld terminal equipment to further optimize the business process of urban management, from the past passive handling of events to active discovery, timely reporting, (3) in order to improve the management efficiency of digital urban management, this paper introduces geographic information system (GIS), which is combined with digital urban management. In the digital urban management center, the staff can locate the basic setting of the jurisdiction through the geographic information system, obtain the video picture of the surveillance probe, monitor the handheld terminal equipment, fully grasp the infrastructure situation of the jurisdiction and the law enforcement situation of the urban management law enforcement team. Make quick decisions based on first-hand information.
